WALESBY PARISH COUNCIL

Minutes of the meeting of Walesby Parish Council held on Tuesday 8 September 2026 at 7.00pm in Walesby Village Hall.

Present:, Cllr David Thurman (Chairman), Cllr Peter Braithwaite, Cllr D Milles, Cllr Tanz Norgrove,

In attendance: Mrs V Davies (clerk).

There were five members of the public present.

41/2026 APOLOGIES FOR ABSENCE.

Apologies were received from Cllr Mandy Ashley, Cllr Moira Westley, Cllr Stephen Wilson, Cllr Judith Sweny and LCC and WLDC Cllr S Bunney.

42/2026 PUBLIC FORUM.

Proposed Cllr Thurman seconded Cllr Braithwaite to suspend the meeting for a public forum.

The village Hall committee were considering various items of expenditure and would also look at grant funding. A question was raised as to whether the Parish Council needed to be involved in decisions. The Parish Council own the building. However the trust deed states that the Village Hall committee had free reign to make decisions and the parish council would only get involved if they were concerned about the legality of decisions.

Cllr Thurman proposed Cllr Braithwaite seconded and agreed by all councillors to close the public forum.

43/2026 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

There were no declarations of interest.

44/2026 TO APPROVE THE MINUTES OF THE MEETING HELD 13.7.26

Proposed Cllr Thurman, seconded Cllr Norgrove and unanimously agreed to approve the minutes of 13.7.26. Cllr Thurman signed the minutes.

45/2026 CLERK REPORT AND CORRESPONDENCE

A parishioner had asked if their hedge could be replaced with a wooden fence. This was permitted provided it met with planning and building regulations. The parishioners would be advised to seek advice from the planning department.

46/2026 FINANCE

Proposed Cllr Thurman, seconded Cllr Braithwaite and agreed by all Cllrs to approve the cheques.

The parish council approved the financial reports

NALC had agreed a 3.2% increase to Clerk Salary Scales backdated to 1.4.26. Proposed Cllr Thurman, seconded Cllr Braithwaite and approved by all councillors to implement the salary increase with effect from 1 April 2026.

47/2026 TO NOTE CONCERNS REGARDING FESTIVAL AT HIGHFIELD FARM.

Parishioners were concerned about the festival which had disturbed neighbours with noise and lights. The event organisers had now applied for a license for the event next year. Parishioners were concerned that they had only had 7 days notice for the event this year. The Parish Council noted that Walesby is a small village with a good number of pensioners, many who live alone. There was concern that the number of festival attendees would increase (currently 500). It was considered that there needed to be better systems in place to manage the event. The parish council would draft a letter to Cllr Bunney and the licensing officer regarding their concerns.

48/2026 HIGHWAYS UPDATE

The Parish Council thanked Cllr Norgrove for her work reporting highways issues.

Cllr Norgrove had contacted the Speed Awareness department regarding raising the 30 mph repeater signs.

38/2026 PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.

There were no applications.
