Minutes of the a meeting of Walesby Parish Council held on Thursday 7 March 2024 at 7.00pm in Walesby Village Hall.
Present:, Cllr David Thurman (Chairman), Cllr Tanz Norgrove, Cllr Stephen Wilson
In attendance: Mrs V Davies (clerk), WLDC Cllr M Westley,
One member of the public.
13/2024 APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Judith Sweny, Cllr D Milles, Cllr Mandy Ashley, and WLDC Cllr Stephen Bunney. Cllr Peter Braithwaite.
14/2024 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

 
There were no declarations of interest.
15/2024 TO APPROVE THE MINUTES OF THE MEETING HELD 8.1.24
Proposed Cllr Thurman, seconded Cllr Wilson and unanimously agreed to approve the minutes of 8.1.24. Cllr Thurman signed the minutes.
16/2024 PUBLIC FORUM.
Proposed Cllr Thurman seconded Cllr Norgrove to suspend the meeting for a public forum.
No items were raised
Cllr Thurman proposed Cllr Wilson seconded to close the public forum.
17/2024 PROPER OFFICERS REPORT
The clerk had attended an end of Year Audit briefing at LALC and been advised that an interim internal audit is required. The clerk had asked for clarification from LALC that it is up to parish councils to determine the effectiveness and frequency of internal audit. Cllrs resolved to keep the existing internal audit arrangements.
The clerk had contacted Cllr Bunney to request highways to write to the land owner of an overgrown hedge at Catskin Lane. This issue has now been resolved.
WLDC Council announces changes to council tax charges for long-term empty properties and second homes.
Funding to Support Village Hall Improvement Projects (England)13th February 2024

 
18/2024 FINANCE
Payment to Gods Acre. Cllrs noted that the mower used by Gods Acre had required a service. A beneficiary had agreed to cover the cost of the basic service of £75. At the meeting of 13.11.23 (minute ref 64/2023) the Parish Council resolved to underwrite any costs over the £75.00 service up to a value of £200. Parts had been required at a cost of £9.00 which had been paid by Cllr Thurman. Proposed Cllr Norgrove, seconded Cllr Wilson to reimburse £9.00 to Cllr Thurman.
Payment for Shed for Village Hall. The cost for the shed is £1524.17 plus £304.84 VAT. The grant of £1300 had been received from West Lindsey District Council. A further grant of £224.00 would be received upon purchase of the shed. The Parish council would reclaim the VAT payable from HMRC.
Noticeboard. The Village Hall had agreed that that the Parish Council could place a noticeboard on the wall next to the Village Hall noticeboard. Proposed Cllr Thurman seconded Cllr Norgrove to purchase the same noticeboard as the village hall at a cost of £377.00 + £75.40 VAT.
Proposed Cllr Wilson seconded Cllr Norgrove to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.

19/2024 HIGHWAYS UPDATE
Cllrs noted the highways report from Cllr Norgrove and thanked her. Members of the public were encouraged to report any faults on FIXMYSTREET.
Discussion took place regarding the flooding situation in Catskin Lane.
20/2024. PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.

21/2024 UPDATE OF WALESBY NEW VILLAGERS BOOKLET
The original publisher versions of the booklet had been obtained. Some amendments had been made to the booklet. The following updates were required. Walesby Neighbourhood Watch, Church of St Mary. The clerk would contact those involved.
22/2024 EMERGENCY PLAN TEMPLATE
The template was very involved. Cllr Thurman would contact the members on the Community Support Group to verify if they were willing to continue with the scheme. It was considered that the parish council would have their own plan for emergency situations. Cllrs noted that a free generator was available but this would cost approximately £1,000 to install. It was proposed to install the generator in the village hall for use in an emergency. Action: Clerk to contact WLDC Cllr Bunney to ask about the possibility of a grant to install the generator.
The template had now been simplified. The clerk would obtain the revised plan and forward to Cllr Thurman for review.

The next meeting would take place on Monday 13 May 2024 at 7.00 pm.
