Minutes of a meeting of Walesby Parish Council held on Monday 14 March 2022 at 7.30pm in Walesby Village Hall.
Present: Cllr David Thurman, (Chairman), Cllr Jeanette Ashton, Cllr Tanz Norgrove. Cllr Peter Braithwaite

14/2022 APOLOGIES FOR ABSENCE.

15/2022 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.
 
There were no declarations of interest.
16/2022 TO APPROVE THE MINUTES OF THE MEETING HELD 17.1.22
Proposed Cllr Thurman, seconded Cllr Ashton and unanimously agreed to approve the minutes of 17.1.22. Cllr Thurman signed the minutes.
17/2022 PUBLIC FORUM.
Proposed Cllr Thurman seconded Cllr Norgrove to suspend the meeting for a public forum.
A parishioner advised that a litter pick had taken place. However there would be no request for a grant for refreshments.
Parishioners thought that as part of the jubilee celebrations something could be arranged to commemorate another parishioner’s birthday. Cllr Thurman declared an interest as he was related to the family. Cllr Thurman would approach the family for their thoughts.
There had been offers from volunteers to repaint the telephone box. Residents would also like to see planters in the village and bulbs planted on the entrance. Volunteers would maintain the planters.
Discussion took place regarding the recent power outage and the operation of the telephone support group to contact villagers. Unfortunately not all residents had been contacted. The telephone support group would reissue contact details.
Cllr Thurman proposed Cllr Braithwaite seconded to close the public forum

 
18/2022 PROPER OFFICERS REPORT

 

 
The information was summarized:-
An email had been received from a parishioner claiming there was considerable disquiet in the Parish relating to the council buying a SID. This prompted the Parish Council to send out a newsletter asking that if any parishioners had issues regarding the purchase of a SID to contact a Cllr or the Clerk or attend the next meeting..
The parishioner had spoken to a Cllr about her concerns. The parishioner had provided other suggestions i.e. Chevrons on Walesby Hill and a Road narrow sign to be erected at Moor Road. The Parishioner had also contacted three other parish councils and had provided various reasons to not pursue the SID proposal. Cllr Thurman advised that the speeding questionnaire had been successful in terms of responses. 28 out of 50 respondents had asked for SIDs. The clerk would email the parishioner back to advise that we will add the information provided to the decisions as a result of the speeding questionnaire.
As a result of the newsletter there had been two further responses to the Parish Council.
A parishioner was concerned that one SID in Moor Road was a lot of expenditure for one road. Cllr Thurman had responded that the Road Safety Partnership had recommended a portable SID to be used around the village as appropriate.
That parishioner then emailed back to say that the mobility of a SID would satisfy most of his concerns.
Another email had been received on behalf of Claxby and Rothwell Parish Council expressing concern about the cost of a SID and asking about sharing a device. Cllrs resolved that sharing a device or renting a device to other Parish Councils was not a viable option.
Cllrs noted the clerk salary increase with NALC grade SCP 17 increased to £12.95. This is subject to back pay to April 2021. Cllrs approved the salary increase and back pay (£12.95- £12.45 = £0.50 per hour backdated to April 21. The hours since April 21 equate to 75.5. making back pay of £37.75.
19/2022 PREPARATION FOR INTERNAL AUDIT
APPOINTMENT OF INTERNAL AUDITOR
It was proposed that the same internal auditor Stephen Wilkinson would be used., Proposed Cllr Braithwaite, seconded Cllr Ashton and agreed by all Cllrs.
RATIFICATION OF STANDING ORDERS.
Cllrs ratified the Standing Orders proposed Cllr Thurman, seconded Cllr Braithwaite and approved by all Cllrs.
REVIEW OF ASSET REGISTER.
Cllrs approved the asset register. Proposed Cllr Thurman seconded Cllr Braithwaite and unanimously approved by all Cllrs.
20/2022 PROPOSAL TO INSTALL A VILLAGE SPEED INDICATOR DEVICE

 
Cllr Thurman proposed that the Parish Council approach the supplier for costings. Cllr Thurman had discussed funding with West Lindsey District Council. It was considered that funding additional to public money would also be preferable. If West Lindsey contributed a grant and the Parish council contributed the remaining funds this was solely public money.
It was proposed to put a newsletter together to request funding for the SID. An event such as coffee morning to raise money was also a possibility.
A second hand SID may be available. Cllr Bunney would advise.
21/2022 FINANCE.

Cllrs noted the Monthly financial report and noted the expenditure v budget. Proposed Cllr Thurman, seconded Cllr Norgrove to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.
22/2022 TO DISCUSS GRANT APPLICATION – ALL SAINTS CHURCH.
Cllr Braithwaite declared an interest as he had been involved in arranging the Clock Service. He had also paid for the service and been reimbursed by the PCC. Cllrs approved the grant for Walesby PCC All Saints for £138 for the service for the clock. Proposed Cllr Thurman seconded Cllr Norgrove and approved by all Cllrs to approve the grant of £138 to Walesby PCC All Saints.
23/2022 JUBILEE GRANT
The Village Hall Committee were looking at repairing the area outside the Village Hall and would be applying for the Jubilee Grant for these works.
 
Cllr Thurman proposed, Cllr Ashton seconded approval of the plans.
 
It was proposed to consider putting planters in the village. When quotations for the planters were received the Parish Council consider and if agreed would apply for a grant under the Councillors Community Grant Scheme.
 
24/2022 BROADBAND
 
Cllr Ashton reported that BT Openreach were coming to the end of the survey stage. All the vouchers had expired and BT Openreach were in the process of applying for these to be extended.
 
25/2022 HIGHWAYS UPDATE
Cllrs noted the highways report from Cllr Norgrove and thanked her. See below:-
Cllrs asked why the safety bollards were taking such a long time. Cllr Bunney advised that the council is permanently behind in highways repair works. The Parish Council would continue to monitor. Discussion took place regarding the drains on Walesby Hill. The drains on Otby Road had been completed but not those on Walesby Hill. Cllr Norgrove would continue chase. If not resolved by the next meeting, the Parish Council would consider making an official complaint regarding the lack of work on Moor Road.
26/2022 PLANNING APPLICATIONS
There were no further planning applications.
27/2022 SECURITY IN THE VILLAGE
There had been break-ins to several sheds/garages in the village. There was a request by a parishioner for a camera to be erected on the roof of the Village Hall to record the details of passing vehicles. Grant White from West Lindsey District Council had been out to view the proposed CCTV location and felt there is insufficient lighting levels to provide sufficient quality of footage. He is in contact with a supplier and is looking at conducting a trial of a higher grade product using a temporary camera. The Parish Council would be contacted by West Lindsey DC regarding access to carry out the free trial.
