WALESBY PARISH COUNCIL


 

Minutes of a remote meeting of Walesby Parish Council held on Monday 11 January 2021 at 7.30pm.

Present: Cllr David Thurman, (Chairman), Cllr Jeanette Ashton, Cllr David Milles, Cllr Judith Sweny. Cllr Mandy Ashley, Cllr Peter Braithwaite and Cllr Tanz Norgrove.

1/2021 APOLOGIES FOR ABSENCE.


 

There were no apologies for absence.


 

2/2021 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

 

There were no declarations of interest.


 

3/2021 TO APPROVE THE MINUTES OF THE MEETING HELD 9.11.20.

Proposed Cllr Milles, seconded Cllr Ashley and unanimously agreed to approve the minutes of 9.11.20. Cllr Thurman would sign them and post to the clerk. The minutes of 18.11.20 would be ratified at the next meeting

4/2021 PUBLIC FORUM.

Proposed Cllr Thurman, seconded Cllr Sweny to suspend the meeting for a public forum.

 

Cllr Bunney reported that WLDC were requesting highways to sponsor a scheme with a 20 or 25mph speed limit in village communities. Covid vaccinations were currently being given at Louth.

 

Cllr Thurman proposed to close the public forum, seconded Cllr Milles.

 

5/2021 - PROPER OFFICER’S REPORT AND CORRESPONDENCE

 

A letter had been received from the PCC to thank the Parish Council for the donation.


 

The advice remained that Parish Councils should continue to meet remotely.


 

The new Parish Council website was now live.

6/20 FINANCE.


 

To ratify payments

 

431 V Davies £155.63 Clerk Salary

432 V Davies £45.79 Clerk Expenses

Proposed Cllr Braithwaite seconded Cllr Norgrove to approve the above payments. The clerk would post the cheques to Cllr Thurman for signature. Cllr Thurman had ratified the bank statement to the bank reconciliation.

 

  1. To note financial report (actual v budget) distributed prior to the meeting.

Cllrs noted the report.

7/2021 TO AGREE THE BUDGET

Cllrs approved the budget. Cllrs agreed to a precept of £2400 the same amount as last year.

8/2021 FOOTPATHS


 

Cllr Thurman had contacted Chris Marsh about 4x4 vehicles driving on the BOAT. Cllr Thurman would contact Kevin Johnson regarding shutting of his gate to prevent vehicle access. Cllr Braithwaite also to contact Farmer Fenwick about the other gate.

9/2021 BROADBAND

The Parish Council had agreed to accept the Open Reach offer. The Broadband working party were chasing the progress of the contract with BT Openreach and Quickline but had heard nothing from either.

10/2021 HIGHWAYS UPDATE


 

Cllr Norgrove agreed to take over responsibility for Highways updates.

The clerk would chase up the progress of the request for a litter bin on Walesby Hill.

11/2021 PLANNING APPLICATIONS.


 

PLANNING APPLICATION NUMBER 142069 - LAND ADJ FIELDVIEW HOUSE, CATSKIN LANE, WALESBY, MARKET RASEN, LN8 3FZ. PLANNING APPLICATION FOR 1NO. DWELLING WITH INTEGRAL GARAGE AND NEW VEHICULAR ACCESS.

The Parish Council objected to the application. The Parish Council agreed to submit the following comment.

The Parish council considered the proposal is inappropriate in this particular location, under general planning considerations and under the considerations in the AONB. The Parish council agreed with the other comments made. However, the parish council does not agree with the comments made by highways as it considers that there would be issues with traffic as Catskin Lane is a single track lane and not suitable for additional housing and vehicle entrances.

12/2021 TRAFFIC AND SPEEDING.

Discussion took place regarding traffic calming. Proposed Cllr Thurman that the Parish Council would welcome the initiative for the 20 or 25 mph limit initiatives proposed by WLDC as it would also include traffic calming measures. seconded Cllr Sweny. This proposal was agreed by the Parish councillors apart from Cllr Braithwaite who voted against it.

Cllr Thurman also reported that he had details of the Community Speedwatch system. It was decided not to pursue this.

It was agreed an effective speed control device was a sign asking drivers to slow down if appropriate. Cllr Thurman to pursue.

 

13/2021 COVID 19 SITUATION

Some residents were concerned about the number of walkers visiting the village who were potentially bringing COVID 19 into the village. The posters from gov.co.uk outlining the lockdown rules had been displayed in an effort to deter visitors from travelling to the village. This was the only action which could be taken by the Parish Council.

14/2021 ADOPTION OF REVISED STANDING ORDERS

This would be deferred until the next meeting.
