WALESBY PARISH COUNCIL
Minutes of the meeting of Walesby Parish Council held on Monday 26 September 2022 at 7.30pm in Walesby Village Hall.
Present: , Cllr David Thurman (Chairman), Cllr Jeanette Ashton, Cllr Judith Sweny, Cllr David Milles and Cllr Tanz Norgrove.

59/2022 APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Peter Braithwaite Cllr Mandy Ashley and Cllr S Bunney.
60/2022 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.
 
None were given.
61/2022 TO APPROVE THE MINUTES OF THE MEETING HELD 11.7.22
Proposed Cllr Milles, seconded Cllr Ashton and unanimously agreed to approve the minutes of 11.7.22. Cllr Thurman signed the minutes.

 
Discussion took place regarding the phone box and previous discussions which had taken place as to whether the flags should be taken down. Discussion had also taken place with a parishioner by email regarding the historic funding for the phone box.

 
62/2022 PUBLIC FORUM.
Proposed Cllr Thurman seconded Cllr Ashton to suspend the meeting for a public forum.
A parishioner submitted comments which were read out at the meeting that she had received from a member of the Walesby in Bloom team in which she had been complimented regarding the flags in the village and the phone box. The parish council recorded the fact that some parishioners had been unhappy about the flags being removed. However the parish council also had received comments that the flags were obscuring the books on display and should be taken down. The parishioner had not been happy with the response from the Chairman stated that he had not discussed the matter with the Parish Council. The chairman apologised if the Walesby in Bloom group were offended. The Parish council had been copied into all correspondence.
Cllr Thurman proposed Cllr Milles seconded to close the public forum
63/2022 PROPER OFFICERS REPORT
The information received was summarized:-
Phone box (as discussed in the Open Forum)
Emergency Planning. Action clerk to ask for David Beer the clerk at Claxby for further information.
64/2022 UPDATE ON INSTALLATION OF SPEED INDICATOR DEVICE
The SID had been ordered and a cheque for £2650.80 had been raised. Thanks were given to parishioners who had contributed to the device. The clerk would contact Cllr Bunney for an update on the speed restrictions requested.
Lowering the general speed limit to 20 mph

Weight restrictions
Moving 30mph signs further up the hill.
Speed Retarders.
Cllr Thurman would draft a news sheet to go to parishioners advising about the installation of the Speed Indicator Device and thanking those who had contributed towards the device. Volunteers to help move the device would be requested.

Proposed Cllr Ashton seconded Cllr Norgrove to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.
Cllrs noted that the expenditure v budget report included income of £330 in donations for the SID and £1100 in grant from West Lindsey District council. These payments had been received but were not yet showing on the bank statement. Cllr Thurman also advised that the vat of £441 was recoverable. Therefore there were sufficient funds for normal budgeted activity. Grants or any liability to BT Openreach re broadband would have to come from reserves.
66/2022 Broadband
Cllr Ashton advised that the project is progressing. After the last meeting parishioners had received invitations to make orders. There were a small number of of properties with more complicated issues and parishioners were being let down by their service provider. Therefore some properties were still waiting to be connected. Some parishioners would not be ordering but this was thought to be less than 5 properties. The order situation would be reviewed in the future by BT Openreach. The Parish Council noted that the broadband team had done an amazing job in progressing the project Most of the parishioners who had service were extremely happy with the results. The Parish council thanked the Broadband working party for all their hard work.
 
67/2022 Highways Update
Cllrs noted the highways report from Cllr Norgrove and thanked her. See below:-

68/2022. PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.
There were no applications.
70/2022 CUTTING OF HEDGES IN THE VILLAGE
Discussion took place regarding vegetation encroaching over footpaths. The Parish council would ask that any parishioners who had properties along footpaths ensure that hedges/vegetation did not encroach on footpaths. The parish council would issue an advisory newsletter..
71/2022. CONDITION OF THE NOTICEBOARD
The noticeboard was in need of refurbishment/replacement in the future. This would be discussed at a later date.
72/2022 APPLICATION FOR A GRANT FOR A CLOCK SERVICE FOR ALL SAINTS CHURCH
The Parish council agreed to pay the grant for £180 for the service of the clock.
Although in the future the council would endeavour to give support that cannot be guaranteed.
73/2022. MAINTENANCE OF THE VILLAGE HALL AND GROUNDS
Parishioners had raised concern about the maintenance of the village hall and grounds. The parish council referred the matter to the Village Hall Committee.
74/2022 DATE OF NEXT MEETING
Monday 14 November 2022 - 7.30 pm.
75/2022 RESIGNATION OF CLLR ASHTON
Cllr Ashton resigned as a Cllr as she was leaving the village. The Parish Council expressed their extreme thanks to Cllr Jeanette Ashton for all her hard work.

 
The meeting closed at 8.40
