WALESBY PARISH COUNCIL
Minutes of the a meeting of Walesby Parish Council held on Monday 17 July 2023 at 7.30pm in Walesby Village Hall.

41/2023 APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Peter Braithwaite.
42/2023 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

 
There were no declarations of interest.
43/2023 TO APPROVE THE MINUTES OF THE MEETING HELD 16.5.23
Proposed Cllr Thurman, seconded Cllr Wilson and unanimously agreed to approve the minutes of 16.5.23. Cllr Thurman signed them.

 
44/2023 PUBLIC FORUM.
Proposed Cllr Thurman seconded Cllr Norgrove to suspend the meeting for a public forum.
There were no questions. Cllr Bunney advised that West Lindsey had started a judicial review regarding the future of the ex RAF base at Scampton and the proposal to house asylum seekers in the building. West Lindsey District Council considered there were insufficient facilities in the local area to support the proposal.

 
The community facility fund, a grant to support the village was available (mainly for capital projects).

 
Cllr Thurman proposed Cllr Ashley seconded to close the public forum
45/2023 PROPER OFFICERS REPORT
There was a consultation on the Central Lincolnshire Local Plan consultee database,
46/2023 FINANCE
Proposed Cllr Thurman seconded Cllr Milles to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.

Cllrs noted that West Lindsey had initially advised the election expenses would be £450 for an uncontested election. However the election expenses were £104.84. Cllrs also noted that that the actual costs for insurance were higher than budgeted.
A parishioner had expressed disappointment that the Parish Council had not contributed towards the coronation celebration expenses. Apart from the fact that the main reason for not contributing was that the council had already overspent a fact communicated to the parishioner the council felt that it would have been inappropriate. This was confirmed by Cllr Bunney who advised that Prince Charles as was did ask that no public money be used for celebrations. That was why local authorities generally had no grant money available. Celebration monies for Walesby were appropriately funded by a village organization.
47/2023 HIGHWAYS UPDATE
Cllrs noted the highways report from Cllr Norgrove and thanked her.
Discussion took place regarding the drains on Walesby Hill and Catskin Lane. Highways advised the work is scheduled by 6 September. Cllr Bunney had attended with Highways to look at the issues. It had been agreed that the areas would be inspected and cleared once a year. Walesby Hill should be inspected and dealt with on a more regular basis.
Discussion took place regarding riperian rights and duties as waterways and culverts may be the responsibility of the landowners. Discussion took place regarding implementing a weight limit on Walesby Hill and through the village..
Discussion took place as to why the roadsides were cut back. Cllr advised this was policy.
It was noted that Catskin Lane the hedges was encroaching on the verge. This would be reported to highways.
47/2023. PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.
APPLICATION REFERENCE NO: 146812. Planning application for the change of use of land for siting of caravans (lodges) - resubmission of 144599.
The parish council resolved that the application should be called in for determination by the planning committee.
The whole site is close to the AONB. The first three applications for lodges nearby  were restricted to protect wildlife and in accordance with policies of the Central Lincolnshire Local Plan. The density of lodges and scale of the whole development is totally inappropriate for this quiet rural site. Those reasons should stop this one.
This is the 4th application and for 40 cabins. To allow this would have a drastic effect on the whole area by creating a huge holiday camp next to the Lincolnshire Wolds. Too much traffic, too much disturbance, too much light and noise pollution for an idea that has not even been proven to be viable.
