Minutes of a remote meeting of the Annual Meeting of Walesby Parish Council held on Thursday 6 May 2021 at 7.20pm.
Present: Cllr David Thurman, (Chairman), Cllr Jeanette Ashton, Cllr David Milles, Cllr Judith Sweny, Cllr Peter Braithwaite and Cllr Tanz Norgrove.

31/2021 ELECTION OF CHAIRMAN
Cllr Milles proposed seconded Cllr Braithwaite to elect Cllr Thurman as chairman.
32/2021 ELECTION OF VICE CHAIRMAN
The Vice chair position would remain vacant.
 
33/2021 APOLOGIES FOR ABSENCE.
There were no apologies for absence.
 
34/2021 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.
There were no declarations of interest.

 
35/2021 TO APPROVE THE MINUTES OF THE MEETING HELD 8.3.21
 
Proposed Cllr Thurman, seconded Cllr Milles and unanimously agreed to approve the minutes of 8.3.21. Cllr Thurman would sign the minutes.
 
36/2021 PUBLIC FORUM.
Proposed Cllr Thurman, seconded Cllr Norgrove to suspend the meeting for a public forum.
A parishioner raised the issue of the pot-hole on Rasen Road. This issue had been raised with highways and was priority.
Cllr Thurman proposed to close the public forum, seconded Cllr Ashton.
37/2021 - PROPER OFFICER’S REPORT AND CORRESPONDENCE
The clerk advised that remote meetings could not legally take place after 7 May. However if councils after a full risk assessment of available venues, find they are not suitable to hold meetings in after the 17th May, then the council may wish to consider continuing with remote meetings if that is the safest/best option until after 21 June when restrictions should be lifted further.
The Parish council would decide nearer the time whether to meet remotely or in person in July.
38/2021 FINANCE.

Cllrs noted there would be a further cheque required for the insurance renewal by 1 June 2021. The renewal documents and pricing were not yet available. When the documents were available the cheque would be approved by email.
Proposed Cllr Braithwaite seconded Cllr Ashton to approve the above payments. The clerk would post the cheques to Cllr Thurman for signature. Cllr Thurman had ratified the bank statement to the bank reconciliation.
39/2021 Annual Return for the year ended 31 March 2021.
a) To Execute Annual Governance Statement
The Council as a whole considered the effectiveness of the system of internal control and prepared the Annual Governance Statement (Section 1 of the Annual Return). Cllrs approved the Annual Governance Statement.
Resolution. Proposed Cllr Braithwaite, seconded Cllr Milles and unanimously approved by all Cllrs to approve the annual Governance Statement which would be signed by Cllr Thurman and the clerk on behalf of the Council
b) To Approve Accounting Statements
The council as a whole considered the accounting statements (Section 2 Accounting Statements 2020/21). Proposed Cllr Ashton seconded Cllr Braithwaite and approved by all Cllrs to approve the Accounting Statement.
Resolution:
The Parish Council approved the Accounting Statement. The statement would be signed by the Chairman and clerk.

 
c) To Execute Certificate of Exemption
The parish council certified itself as exempt from a limited assurance review under
Section 9 of the Local Audit (Smaller Authorities) Regulations 2015 and completed a Certificate of Exemption. Cllr Norgrove proposed, Cllr Milles seconded and this was unanimously approved by all Cllrs. The statement would be signed by the Chairman and clerk.
d) To Execute review of effectiveness of internal audit
The internal audit would take place as soon as possible. This would be an agenda item at the next meeting.
e) To Execute the Notice of Public Rights
The dates that the public could exercise their rights to view the accounts would be Monday 14 June 2021 to Friday 23 July 2021. Proposed Cllr Sweny, seconded Cllr Milles and approved by all Cllrs.
f) To note the Variances 2020-21
Cllrs noted the Variances. Proposed Cllr Braithwaite, seconded Cllr Norgrove and approved by all Cllrs.
g) To note the annual Bank Reconciliation
Cllrs noted the annual Bank Reconciliation. Proposed Cllr Braithwaite, seconded Cllr Norgrove and approved by all Cllrs.
h) To note the Annual Financial Report.

40/2021 PLANNING APPLICATIONS
142675. Application for change of use of land for siting of caravans (lodges) including alterations to vehicular access & creation of vehicular crossover. Hamilton Hill opposite Poplar Farm Tealby Road Walesby Market Rasen LN8 3UL
Cllrs agreed to submit the following comments. Proposed Cllr Milles, Seconded Cllr Sweny and unanimously approved by all councillors.
This application should be rejected. It links with 2 successful applications across the road for similar facilities -139788 for 15 cabins, 141442 for 27 cabins. Both those applications were limited in the number of cabins to maintain and enhance the rural character of the area, the setting of the Lincolnshire Wolds AONB and to protect wildlife and in accordance with policies LP2, LP17 andLP26 of the Central Lincolnshire Local Plan . Enough is enough. That reason for limiting the first two applications should justify rejecting this third application altogether. This location is not suitable for what would become one very large holiday camp.
Furthermore no lodges have yet been established on the initial 2 sites which allow 42 cabins. No more developments should be allowed until the impact on the environment and the economic sustainability of those 2 sites has been seen.

 

 
142670. Planning application for 1no. dwelling with detached garage, amended house type following planning permission 139780. Land to r/o Graycroft Rasen Road Walesby Market Rasen LN8 3UW

 
Cllrs agreed to submit the following comments, Proposed Cllr Sweny, seconded Cllr Norgrove and unanimously approved by all councillors.
We object to this application. We objected to the original 139780 on the basis that the garage was sited to be overbearing for the neighbouring property That applicant moved the garage to the rear of the property to satisfy objections and the plan was approved. This revised plan moves the garage back to a position where it is overbearing to the neighbouring property. The new garage is 6m by 7m and probably at least 5m high and presents a large blank wall to its neighbours. The house is much bigger than the original proposal and is not in keeping with its neighbours. There was concern the property would overlook its neighbours causing privacy issues.
41/2021 VERIFICATION OF VILLAGE HALL BANK ACCOUNT
A new bank account is required to be verified by the Parish Council. Proposed Cllr Norgrove, seconded Cllr Sweny and approved by all Cllrs.
Resolution
It is resolved that Mr David Thurman is authorised to sign on behalf of the Parish Council an application to be to Lloyds Bank by Walesby Village Hall for the purpose of opening a new bank account.
42/2021 FOOTPATHS
There were no issues.
43/2021 BROADBAND
Cllr Ashton advised that most residents have received emails from the Gigabit voucher scheme. The majority of residents have confirmed their vouchers. There were still some vouchers outstanding which BT openreach were chasing. Cllrs questioned if there would be a shortfall. BT Openreach were working with the working party to chase all vouchers and to prepare the final contract.
