WALESBY PARISH COUNCIL


 

Minutes of a meeting of Walesby Parish Council held on Monday 12 July 2021 at 7.30pm in Walesby Village Hall.

Present: Cllr David Thurman, (Chairman), Cllr Jeanette Ashton, Cllr David Milles, and Cllr Tanz Norgrove.

47/2021 APOLOGIES FOR ABSENCE.


 

Apologies were received from Cllr Sweney Cllr Ashley and Cllr Braithwaite.

48/2021 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

 

There were no declarations of interest.


 

49/2021 TO APPROVE THE MINUTES OF THE MEETING HELD 6.5.21


 

Proposed Cllr Thurman, seconded Cllr Ashton and unanimously agreed to approve the minutes of 6.5.21. Cllr Thurman would sign the minutes.


 

50/2021 PUBLIC FORUM.

Proposed Cllr Thurman, seconded Cllr Norgrove to suspend the meeting for a public forum.

A parishioner raised the issue of speeding in the village. There had recently been a serious accident on a blind corner in the village. The issue of speeding was raised with Cllr Bunney when he arrived at the meeting. Cllr Bunney advised that there was slow progress in reducing speed limits in the Lincolnshire villages. The Parish would need to decide which speed they would require in the village and which traffic calming measures were required and submit the request to the Road Safety Partnership. Consultation would be made with residents to assess how they wanted to address speeding. This would be an agenda item at the next meeting.

There was concern regarding the road closures and parishioners had expressed concern regarding the number of times Anglian Water had been to Rasen Road. The clerk was requested to contact highways to request that they notify the parish council of unplanned road closures.

Cllr Bunney advised that the Central Lincolnshire plan had been created. Cllr Bunney raised the issue of Housing. The actual number of houses being built in Lincolnshire had been reduced with reduced housing in villages. In addition, new developments would have to address environmental issues. The Parish council would agree comments by email by 10th August.


 

Cllr Thurman proposed to close the public forum, seconded Cllr Ashton.

51/2021 - PROPER OFFICER’S REPORT AND CORRESPONDENCE

The following correspondence had been received.

Wolds Away Cottages. There had been an anonymous letter advising that the householder was living at the holiday cottages contrary to planning permission. This had been investigated and no action needed to be taken.

Farm Track Walesby Hill to Otby Lane. Planning enforcement had been involved as further work had been completed on the track. No action was needed to be taken.

Temporary Traffic Restriction 5-8 July. It was resolved that in future, the clerk would put traffic restrictions on the noticeboard.

The insurance had been renewed with Zurich - £179.98.

Cllr Bunney had sent a presentation about the new Lincolnshire Plan.

A letter had been received complaining about Anglian Water. The Parish council would write to Anglian Water.

52/2021 FINANCE.

To ratify payments

444 Zurich Insurance £179.98 Insurance Paid. 19.5.21.

445 V Davies £39.84 Clerk Expenses

446 V Davies £130.73 Clerk Salary

447 D Thurman £8.99 Reimbursement of gift for internal auditor.


 

Proposed Cllr Milles seconded Cllr Norgove approval of the expenditure.

Cllrs noted the Monthly financial report. Proposed Cllr Ashton, seconded Cllr Norgrove.

To Execute review of effectiveness of internal audit

Cllrs noted the report from the internal auditor. No issues were raised. Proposed Cllr Thurman, seconded Cllr Ashton and approved by all Cllrs.

53/2021 Broadband

Cllr Ashton reported that a new Openreach manager had been appointed to finalise the voucher validation process for the scheme. The final 3 vouchers would be issued very shortly and then Cllr Thurman could sign the contract on behalf of the Parish Council.The delivery should be complete by March 2022, before the voucher expiry dates. Thanks and congratulations were given to the Broadband Steering Group for all of their very hard and frustrating work. 


 

54/2021 Footpaths

The clerk would find out the dates for the next cutting of footpaths. The clerk would look to see if she had received an email from the owners of Arden Farms regarding cutting of the meadow over which a public footpath runs.

55/2021 HIGHWAYS UPDATE

Cllrs noted the highways reports raised and thanked Cllr Norgrove. See below

56/2021 PLANNING APPLICATIONS

142670. Cllrs noted that a revised revised plan had been submitted. This would be agreed by email.

143179 - Sunnyside Up Farm Shop, Poplar Farm, Tealby Road, Walesby, Market Rasen, Lincolnshire, LN8 3UL . Planning application for the change of use of agricultural building to 4. workshop units.

The parish council agreed to submitted comments as follows.

We object to the application. Firstly it is too wide and too vague. More information is required about the purpose of the units. The parish council raised concern regarding excess traffic, lighting and noise pollution and the impact on the environment. We urge the district council to further examine this application.

143108 - Highfield Farm, Walesby, Market Rasen, LN8 3UU. Application for prior notification for proposed excavation to create a dam to store drinking water for livestock. The parish council has no comment.

57/2021 TRAFFIC AND SPEEDING.

This had been discussed in the Open Forum.
