WALESBY PARISH COUNCIL


 

Minutes of a meeting of Walesby Parish Council held on Monday 17 January 2022 at 7.30pm in Walesby Village Hall.

Present: Cllr David Thurman, (Chairman), Cllr Jeanette Ashton, Cllr David Milles and Cllr Mandy Ashley.

1/2022 APOLOGIES FOR ABSENCE.


 

Apologies were received from Cllr Norgrove, Cllr Sweny and Cllr Braithwaite.


 

2/2022 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

 

There were no declarations of interest.

3/2022 TO APPROVE THE MINUTES OF THE MEETING HELD 8.11.21

Proposed Cllr Thurman, seconded Cllr Ashton and unanimously agreed to approve the minutes of 8.11.21. Cllr Thurman signed the minutes.

4/2022 PUBLIC FORUM.

Proposed Cllr Thurman seconded Cllr Milles to suspend the meeting for a public forum.

Cllr Bunney reported that Lincolnshire County Council’s draft budget for 2022/23 shows a £12 million funding gap for highways following a 25% cut from central government in February 2021. LCC are lobbying the Government regarding this and are encouraging other local councils to also lobby.


 

There is also an LCC consultation on a proposal to implement a 3% surcharge on council tax to fund Adult Social Care. Councillors asked what would happen if everybody did not agree to the surcharge. LCC would still have to fund adult social care and decisions would have to be made how to fund this service.

Discussions were taking place for WLDC to provide a food waste collection.

There is a Queen’s Platinum Jubilee grant of £700 maximum for village celebrations. Action: Clerk to forward information to Cllrs. Action: Cllr Ashton to formulate some ideas for celebrations and produce a village newsletter.

A resident pointed out that farm trailers were depositing mud on the road and asked for action. However, action could only be taken if the perpetrators were identified.

Cllr Thurman proposed Cllr Ashley seconded to close the public forum


 

5/2022 PROPER OFFICERS REPORT

The following information had been distributed to councillors:

Newsletters regarding the speeding update. Email from resident regarding community speedwatch group.

Income of £180.07 has been received from West Lindsey District Council as part of the Community Infrastructure Levy payment. These monies must be used for a community project.

6/2022. SPEEDING DISCUSSIONS

Cllr Thurman had passed the speeding response report to Cllr Bunney who would progress the matter.

Discussion took place regarding the implications of creating a community speed watch group and to what extent the Parish council would need to be involved. Contribution may be required to towards the costs. Councillors did not want to take part in the speed watch campaign and felt it was inappropriate for our village. It was noted that the scheme may require a large amount of administration. In addition, there was not enough volunteer support for a speed watch group. The Parish Council resolved that Community Speed watch was not appropriate for the village. Action: Clerk to email Sara Sprague and thank her for all her hard work on the community speed watch proposals.

Discussion took place regarding proposals to purchase a solar panel Speed Indication Device at an estimated cost of £2,500. More than one device may be required but it was proposed to investigate purchasing one SID in the first instance. The parish council resolved to contribute £1000 from reserves towards the purchase of a SID. Action: Clerk to contact the West Lindsey District Councillors (Cllr Bunney, Cllr McNeill and Cllr McCartney) and also Mat Snee from West Lindsey District Council to request funding. The clerk was also requested by a member of the public to write to Peter Braithwaite and Ossie Fernyhough, Chairmen of the Village Hall and Walesby Social Club respectively to request a grant.

It was proposed to provide residents with an update on the progress with Speeding issues. Action: Cllr Thurman/Clerk

7/2022 FINANCE.

To ratify payments

Cllrs noted the Monthly financial report and noted the expenditure v budget. Proposed Cllr Thurman, seconded Cllr Ashley. Cllr Thurman had verified the bank reconciliation.

8/2022 TO DISCUSS GRANT APPLICATION – ST MARYS CHURCH.

The accounts presented by St Mary’s Church were reviewed. It was noted that St Mary’s income to date for 2021 exceeded expenditure. The Parish Council noted that £60 had already been paid as a grant for Gods Acre, effectively for ground maintenance for All Saints . The parish council resolved that no further funding was necessary for St Mary’s church. However £160 was ring- fenced for the All Saints clock service for which a grant had not yet been applied for.

9/2022 Broadband

Cllr Ashton reported that there were broadband representatives in the village conducting a detailed survey. The matter was progressing.

 

10/2022 Footpaths

There were no issues.

11/2022 HIGHWAYS UPDATE

Cllr Bunney and Joe Phillips from LCC Highways had walked around the village with Cllr Norgrove and Cllr Ashton. Ongoing issues with potholes and drains were noted for follow up by Joe. It was noted that the Catskin Lane signage had been repaired.

The Parish Council were extremely grateful to Andy Segasby for keeping the drains clear at the bottom of Walesby Hill which prevented flooding. Action: Clerk to write a letter of thanks to Andy Segasby.

12/2022 PLANNING APPLICATIONS

There were no further planning applications.

13/2022 SECURITY IN THE VILLAGE

There had been break-ins to several sheds/garages in the village. There was a request by a parishioner for a camera to be erected on the roof of the Village Hall to record the details of passing vehicles. The Parish Council noted that there were data protection implications in recording this information. Action: Clerk to contact Grant White at West Lindsey District council to ask for his advice. Cllr Thurman would also contact the police to ask about the possibility of loan of portable PNCR devices.
