WALESBY PARISH COUNCIL

Minutes of the meeting of Walesby Parish Council held on Tuesday 8 November 2022 at 7.30pm in Walesby Village Hall.

Present: , Cllr David Thurman (Chairman), Cllr Judith Sweny, Cllr David Milles, Cllr Tanz Norgrove, and Cllr Peter Braithwaite

76/2022 APOLOGIES FOR ABSENCE.

Apologies were received from Cllr Mandy Ashley and Cllr S Bunney.

77/2022 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.


 

None were given.

78/2022 TO APPROVE THE MINUTES OF THE MEETING HELD 26.9.22

Proposed Cllr Norgrove, seconded Cllr Sweny and unanimously agreed to approve the minutes of 26.9.22. Cllr Thurman signed the minutes.


 

79/2022 PUBLIC FORUM.

Proposed Cllr Thurman seconded Cllr Braithwaite to suspend the meeting for a public forum.

There were no items raised.

Cllr Thurman proposed Cllr Braithwaite seconded to close the public forum


 

80/2022 PROPER OFFICERS REPORT

Notifications of temporary road closures on both Rasen and Moor Roads had been received. The clerk had contacted highways to request that they are not both closed at t he same time. This had been agreed by highways.

The clerk had contacted Cllr Bunney regarding a West Lindsey discretionary grant. The Parish council resolved to use any grant towards a noticeboard. Proposed Cllr Thurman, seconded Cllr Braithwaite.

A co-option notice advising parishioners on the vacancy would be displayed on the noticeboard. Cllrs noted that Walesby PCC have now confirmed receipt of the grant for the church clock.

81/2022 TO AGREE THE BUDGET FOR 2023-2024

The Clerk/Financial officer proposed a budget with a precept of £2800. Cllrs agreed the budget for 2023-2024 and resolved that the precept remain at £2600, the same as last year. Proposed Cllr Braithwaite seconded Cllr Sweny and agreed by all Cllrs to approve the budget with a precept of £2,600.

82/2022 UPDATE ON INSTALLATION OF SPEED INDICATOR DEVICE

The Parish council noted that the Speed Indicator Device had been installed and is now working. Cllr Thurman proposed to send out a newsletter to parishioners regarding the Speed Indicator device. In future the Parish council would look into linking the device to a bluetooth laptop to generate information on how often the device is activated. Thank you letters had been sent out to the parishioners who donated towards the SID.

Proposed Cllr Braithwaite seconded Cllr Sweny to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.


 

84/2022 Broadband

The Walesby Better Broadband team reported that on 11 November the team will have been in existence for 4 years. A contract had been signed with estimated costs of £163,799 liability to which the Parish council had agreed to facilitate.

There had been issues with vouchers being cancelled by DMS and by Openreach. In addition 5 vouchers had been cancelled by residents for various reasons.

The Better Broadband Team believed that when all the vouchers are connected they would be able to account for £151,000 worth of vouchers, representing a funding gap of £9799. The broadband team would argue strongly should BT chase the parish council for any shortfall and would provide arguments relating to cancelled vouchers by Openreach and DMS.

The Parish council thanked the broadband team for all their hard work.

85/2022 Highways Update

Cllrs noted the highways report from Cllr Norgrove and thanked her.

Skid signs on Rasen Road

Blocked drain on Walesby Hill. This would be reported.


 

86/2022. PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.

145631 Land to r/o Graycroft Rasen Road Walesby Market Rasen LN8 3UW. Planning application for 1no. dwelling with detached garage, amended house type following planning permission 139780 being variation of condition 2 of planning permission 142670 granted - amended drawings to reflect minor changes in design.

The parish council proposed to submit “no comment.” Proposed Cllr Thurman seconded Cllr Milles.

145603. Planning application for the extension and conversion of boathouse to holiday cottage and erection of 1no. detached holiday lodge amendment to 142164. Otby Lake Otby Lane Walesby LN8 3UU

The parish council had no comment to make..

145647. Planning application for removal of existing timber garage and erection of brick built replacement. Fieldview House Catskin Lane Walesby Market Rasen LN8 3FZ

The parish council supported the application.

87/2022 DEFIBRILATOR TRAINING

It was resolved that Cllr Thurman would contact a parishioner to discuss retraining on the defibrilator.

88/2022. EMERGENCY PLANNING

A template had been obtained. However this would not be progressed at this stage. There is a support chain already in existence in Walesby.
