Minutes of a remote meeting of Walesby Parish Council held on Monday 8 March 2021 at 7.30pm.
Present: Cllr David Thurman, (Chairman), Cllr Jeanette Ashton, Cllr David Milles, Cllr Judith Sweny. Cllr Mandy Ashley, Cllr Peter Braithwaite and Cllr Tanz Norgrove.

16/2021 APOLOGIES FOR ABSENCE.

 
Apologies were received from WLDC Cllr Bunney.

 
17/2021 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.
 
Declarations of interest were discussed at the appropriate times in the agenda (20/2021, 23/2021).

 
18/2021 TO APPROVE THE MINUTES OF THE MEETING HELD 18.11.20 and 11.1.21.

 
Proposed Cllr Norgrove, seconded Cllr Ashley and unanimously agreed to approve the minutes of 18.11.20. Cllr Braithwaite highlighted that he had voted against the speed limit but not voted against a sleeping policeman during the meeting on 11.1.21. Proposed Cllr Norgrove, seconded Cllr Ashley and unanimously agreed to approve the minutes of 11.1.21, (noting the comments made by Cllr Braithwaite). Cllr Thurman would sign the minutes and post to the clerk.

 
19/2021 PUBLIC FORUM.
Proposed Cllr Thurman, seconded Cllr Norgrove to suspend the meeting for a public forum.
A member of the village had been concerned about the amount of litter in the village and had asked for another litter bin the village. Action: Clerk to include on next agenda.
A member of the Walesby Neighbourhood watch was concerned about the lack of support from the police, and about the moves to contact residents via WhatsApp or Facebook rather than via the previous Lincs Alert system. He would report when further information was available.
Cllr Thurman proposed to close the public forum, seconded Cllr Ashton.
20/2021 - PROPER OFFICER’S REPORT AND CORRESPONDENCE

 
The clerk had obtained advice from LALC regarding payment for servicing of the clock. The council could resolve to make a one-off payment for the servicing or take on the maintenance for the clock and allow for it in the budget. Cllr Braithwaite declared an interest and did not take part in the discussion. Cllrs resolved to review the payment for servicing the church clock annually.
There was a request for funding to support the Gods Acre Group which worked at All Saints churchyard. This would be discussed under 23/2021.
Cllr. John Matthews, Mayor/Chair of Market Rasen Town Council passed away on Saturday February 20th, 2021.
The advice remained that Parish Councils should continue to meet remotely.

 
From Monday 8 March, the Household Waste Recycling centre across the county will change – with residents being able to take recycling, garden waste and general waste on any opening day.

 
The new litter bin on Walesby hill had been installed
Cllr Tanz Norgrove had attended new councillor training remotely.

21/20 TO DECIDE WHETHER TO PAY FOR THE LINCOLNSHIRE ASSOCIATION OF LOCAL COUNCILS ANNUAL TRAINING SCHEME.
Cllr Thurman proposed Cllr Milles seconded that the Parish council pay the LALC annual training scheme membership (£75 plus VAT = £90.00).
22/2021 FINANCE.

Proposed Cllr Braithwaite seconded Cllr Norgrove to approve the above payments. The clerk would post the cheques to Cllr Thurman for signature. Cllr Thurman had ratified the bank statement to the bank reconciliation.
To note financial report (actual v budget) distributed prior to the meeting.
Cllrs noted the report.
23/2021 DONATION TO GODS ACRE GROUP
Cllrs Thurman, Ashton and Braithwaite declared an interest and did not take part in the discussion.
Cllr Milles chaired this part of the meeting. Cllr Milles proposed, Cllr Ashley seconded and participating Cllrs unanimously approved a payment of £60 towards the running costs for Gods Acre Group. This would be payable from the 2021-2022 budget.
24/2021 APPROVAL OF REVISED STANDING ORDERS
Cllr Ashton proposed, Cllr Milles seconded and unanimously approved by all Cllrs approval of the revised standing orders. These would be published on the Parish Council website.
25/2021FOOTPATHS
There were no issues.
26/2021 BROADBAND
Quickline are offering to provide a superfast broadband service for outlying properties at the top of Otby Lane and those on the Market Rasen exchange (western end of Moor Road and Rasen Road in the woods), as a result of the new contract with LCC. Residents have been informed and encouraged to register their interest. We are still waiting for emails from DCMS to confirm voucher funding for the Openreach scheme for the rest of the village.

28/2021 PLANNING APPLICATIONS.

 
142267 - West Wold, Otby Lane, Walesby, Market Rasen, Lincolnshire, LN8 3UT. Planning application for single storey infill kitchen extension and replacement outbuilding to form social space/gym. The Parish council had no comments
142164 - Otby Lake, Otby Lane, Walesby. Planning application for the extension and conversion of boathouse to holiday cottage and erection of 1no. detached holiday lodge. The Parish Council had no comments.
142069 - Land adj Fieldview House, Catskin Lane, Walesby, Market Rasen, LN8 3FZ. Planning application for 1no. dwelling with new vehicular access.
Proposed Cllr Thurman, seconded Cllr Sweny and resolved by all Cllrs to submit the following comments.
The Parish council appreciate the applicants efforts to satisfy some of the objections but stand by the original comments made:
The Parish council considered the proposal is inappropriate in this particular location, under general planning considerations and under the considerations in the AONB. The Parish council agreed with the other objections made. However, the parish council does not agree with the comments made by highways as it considers that there would be issues with traffic as Catskin Lane is a single track lane and not suitable for additional housing and vehicle entrances. In addition to the time limit proposed on starting the development, the Parish Council considers a time limit on the completion is desirable.
 
29/2021 TRAFFIC AND SPEEDING.
This would be deferred to the next Parish Council meeting. Cllrs noted that there had been issues with the Anglian Water roadworks with motorists moving the road closure signs to drive through.
