Minutes of the Annual meeting of Walesby Parish Council held on Monday 11 July 2022 at 7.30pm in Walesby Village Hall.
Present: , Cllr Jeanette Ashton, Cllr Judith Sweny, Cllr David Milles, Cllr Peter Braithwaite and Cllr Mandy Ashley,
In attendance: Mrs V Davies (clerk), Cllr S Bunney
Three members of the public
48/2022 ELECTION OF CHAIRMAN
Cllr Thurman was unable to attend as he had COVID. Cllr Ashton was appointed as Chairman to chair this meeting only. Proposed Cllr Sweny, seconded Cllr Ashley that Cllr Ashton would be chair for this meeting.

 
There were no councillors who wanted to be vice Chairman.
49/2022 APOLOGIES FOR ABSENCE.

 
Apologies were received from Cllr David Thurman, (Chairman), Cllr Tanz Norgrove.

 
50/2022 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

 
Cllr Braithwaite declared an interest in the request for a grant from the PCC.
51/2022 TO APPROVE THE MINUTES OF THE MEETING HELD 9.5.22
Proposed Cllr Sweny, seconded Cllr Milles and unanimously agreed to approve the minutes of 9.5.22. Cllr Ashton signed the minutes.

 
There was one amendment to the minutes. Item 44/2022 The amount of grant received was £250 and not £300 as stated in the minutes.
52/2022 PUBLIC FORUM.
Proposed Cllr Braithwaite seconded Cllr Ashton to suspend the meeting for a public forum.
No items were raised at the time. However when Cllr Bunney attended he reported on several items.
All externally mounted defibrillators should be recorded with LIVES. Discussion took place regarding arranging further training on the using the defibrillator.
Good Homes Alliance.
LCC are exploring how they assist residents to repair and improve their homes so they can live independently.

 
UK Shared Prosperity Fund
West Lindsey have received a grant of £2.7 million from the UK Shared Prosperity Fund to spend on improving the district. UKSP is the grant money made available by the Government to replace European Grants. The exact schemes which will benefit from the fund have yet to be finalized.

 
Greater Lincolnshire
LCC along with NE Lincolnshire and North Lincolnshire Councils are lobbing hard to set up Greater Lincolnshire. The three councils would work together in providing services. This should reduce duplication and improve services. Parish/Town councils will remain.
It was Important for Parish councils to feed into the budget process by responding to consultations.
Cllr Ashton proposed Cllr Milles seconded to close the public forum
51/2022 PROPER OFFICERS REPORT
The information received was summarized:-
The neighbourhood watch sign had been refurbished.
Emails had been received regarding the road closure in Otby Lane for the Jubilee celebrations.
A request for grant funding was received from PCC to support St Mary's graveyard maintenance and All Saints clock servicing. The clerk would contact the PCC to request financial information and to verify when the year end accounts would be available. This matter would be deferred until the September meeting. It was noted that the council is committed to future expenditure with regard to broadband and the speeding indicator device, so has limited funds available for additional grants in the current financial year
 
 
A letter had been received from Sir Edward Leigh and Lincs CC regarding highways Gypsy Lane, Rasen Road and drainage Walesby Hill.
52/2022 TO AGREE TO FOLLOW THE NEW CODE OF CONDUCT FOR COUNCILLORS
Proposed Cllr Ashton seconded Cllr Milles and approved by all councillors to adopt the West Lindsey Revised Members Code of Conduct. Cllrs signed the receipt of the Revised Code of Conduct for Councillors.
53/2022 NEIGHBOURHOOD WATCH SIGN
Proposed Cllr Ashton seconded Cllr Braithwaite to reimburse the cost of repair of the neighbourhood watch sign. The parish council thanked Joe Magrin for his work.
54/2022 SPEED INDICATOR DEVICE
There was no progress. This would be deferred to the next meeting.

Proposed Cllr Ashton seconded Cllr Braithwaite to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.

 
CORRECTION TO MINUTE 36/2022 FINANCE.
Cllrs noted that the cheque for £270.85 had gone through the bank account as £270.55 instead of £270.85. As this was a small amount (£0.30) the clerk agreed that the there would be no amendments to the transaction. Therefore cheque 461 was recorded as

54/2022 Broadband
The project is progressing and the preparation work within the village is almost complete and ready for fibre connection. Work for outlying properties will take longer.
55/2022 Highways Update
Cllrs noted the highways report from Cllr Norgrove and thanked her. See below:-

 
 
 

 
Cllrs noted that both the potholes on Rasen Road have been repaired.

The parish council supported the application.

57/2022. SECURITY IN THE VILLAGE
There was no update. The Clerk would ask Cllr Thurman to chase the issue.
