Minutes of the meeting of Walesby Parish Council held on Monday 8 July 2024 at 7.00pm in Walesby Village Hall.
Present:, Cllr David Thurman (Chairman), Cllr Tanz Norgrove, Cllr Stephen Wilson, Cllr Peter Braithwaite, Cllr D Milles, Cllr Judith Sweny
In attendance: Mrs V Davies (clerk), Cllr M Westley
No members of the public.
37/APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Mandy Ashley, and WLDC Cllr Stephen Bunney.

39/2024 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.
There were no declarations of interest.
40/2024 TO APPROVE THE MINUTES OF THE MEETING HELD 13.5.24
Proposed Cllr Thurman, seconded Cllr Wilson and unanimously agreed to approve the minutes of 13.5.24. Cllr Thurman signed the minutes.
41/2024 PROPER OFFICERS REPORT
The was an offer of a free generator for the Village Hall to use in an emergency. However the cost of wiring and installing the generator would be circa £1,000. The Clerk had contacted Cllr Bunney to ask if there is grant towards installation . No grant was available.

Cllrs noted the highways report from Cllr Norgrove and thanked her. Members of the public were encouraged to report any faults on FIXMYSTREET.

28/4/23 Works now planned 31/8 DRAINS ON WALESBY HILL NOW JETTED 2 REQUIRE FURTHER WORK 29/5 Says drain will be cleaned as part of next schedule of works 4/7 Explained this is not good enough as pipe under road is blocked & needs clearing. Driveways opposite drain in bad rain have mud going into them and causes a river of water & mud through village. Asked to be referred back to Xak James who is dealing with it.

Flood warning signs put up.

Dangerous drop off at edge of road & potholes. 13/10 Potholes repaired & drop off had some stones put in place plus bollards as warning. Cllr Westley would chase up 4156757 as highways had completed some work (August 2023) and advised further work was required.
Discussion took place regarding the Arden footpath from Moor Road to Rasen Road.. Cllr Braithwaite would raise the issue with the landowners.
44/2024. PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.
TO NOTE
148180 Planning application for the change of use of agricultural barn to equine veterinary hospital, exercise pen and erection of extension to provide reception area. Otby Moor Farm Moor Road Walesby Market Rasen LN8 3TQ. The Parish Council had no comment to make.
45/2024 UPDATE OF WALESBY NEW VILLAGERS BOOKLET
There was no update.
46/2024 REQUEST FROM WALESBY PCC FOR A GRANT TO REPAIR FOOTPATH.
The Church had nominated the footpath from Moor Road to the Church as a project for free labour provided by WLDC. The Church Warden had asked if the Parish Council would pay for the materials for the project. There was a long discussion during which it was noted that the parish council does not have a budget for grants nor has it got sufficient funds to be able to give an open ended grant. Therefore as most of the footpath in question is church property it was felt that it was more appropriate for the PCC to fund the project out of its accounts.
