WALESBY PARISH COUNCIL

 
Minutes of the a meeting of Walesby Parish Council held on Monday 8 January 2024 at 7.00pm in Walesby Village Hall.
Present:, Cllr David Thurman (Chairman), Cllr Peter Braithwaite, Cllr Mandy Ashley, Cllr Stephen Wilson
In attendance: Mrs V Davies (clerk), WLDC Cllr M Westley,
One member of the public.
1/2024 APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Judith Sweny, Cllr D Milles, Cllr Tanz Norgrove, and WLDC Cllr Stephen Bunney.
2/2024 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

 
There were no declarations of interest.
3/2024 TO APPROVE THE MINUTES OF THE MEETING HELD 13.11.23
Proposed Cllr Ashley, seconded Cllr Braithwaite and unanimously agreed to approve the minutes of 13.11.23. Cllr Thurman signed the minutes.
4/2024 PUBLIC FORUM.
Proposed Cllr Thurman seconded Cllr Wilson to suspend the meeting for a public forum.
A parishioner had contacted LCC about the trees over hanging Rasen Road and had met with the Forestry commission representatives.
There was also a road closure notice to fell trees 19.1.24 to 26.1.24 Rasen Road.
Report from West Lindsey District Council.
The police would email parish councils with a monthly report. There was also a consultation on devolution. A public consultation meeting regarding devolution would be held at Festival Hall on 22 January 2024 3pm-7pm.
Cllr Thurman proposed Cllr Wilson seconded to close the public forum.
5/2024 PROPER OFFICERS REPORT
The clerk had written to the owner of an overgrown hedge at Catskin Lane at an alternative address. There was discussion whether the hedge was still overgrown. Action:- The clerk would contact Cllr Bunney to request highways to write to the land owner.
Quotations had been received from a local resident to replace the noticeboard. The parish council would review options for noticeboards in the Spring.
Discussion had taken place regarding holding the parish council meetings at a private address. This was not recommended by LALC.
6/2024 EMERGENCY PLAN TEMPLATE
The template had now been simplified. The clerk would obtain the revised plan and forward to Cllr Thurman for review.
7/2024 FINANCE
Proposed Cllr Thurman seconded Cllr Wilson to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.

TO FINALISE THE PAPERWORK FOR THE BUDGET FOR 2024-2025
Cllrs signed the final paperwork regarding the budget. Proposed Cllr Thurman, Seconded Cllr Braithwaite and agreed by all councillors to agree the budget with a precept of £2730. Resolution: The Parish council agreed a precept of £2730. Cllrs Thurman, Braithwaite and Ashley signed the paperwork.
APPLICATION FOR GRANT TO WLDC FOR SHED FOR VILLAGE HALL
The clerk would contact West Lindsey Parish Council for an update.
 
8/2024 HIGHWAYS UPDATE
Cllrs noted the highways report from Cllr Norgrove and thanked her.

 
Discussion took place regarding the issues on Walesby Hill and flooding on Walesby Hill. Cllr Westley advised that this issue would be addressed on a bi-annual clearance. The Parish council pointed out that a drain went under the road from a Culvert.
In addition, an engineer who would look at the roads at the junction of Tealby and Walesby Road and also the junction outside the caravan park.
Discussion took place regarding the flooding on Catskin Lane.
A resident had report on Fix my Street that one bollard outside Cliff House had been broken. Fix my Street had advised that no action would be taken as other bollards were in place. However the broken bollard was an end bollard which protected cars from going into the ditch. The flooding in Catskin Lane issues and the broken bollard would be referred back to Cllr Bunney.
9/2024. PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.

10/2024 UPDATE OF WALESBY NEW VILLAGERS BOOKLET
The original publisher versions of the booklet had been obtained. The parishioners responsible for each section of the booklet would be given the opportunity to make amendments to the booklet.
11/2024 TO APPOINT AN INTERNAL AUDITOR
Proposed Cllr Thurman, seconded Cllr Wilson to use the same internal auditor as previous years. (Stephen Wilkinson).
12/2023 DATE OF NEXT MEETING
The clerk would email the councillors regarding the dates of the next meeting.
