WALESBY PARISH COUNCIL


 

Minutes of a meeting of Walesby Parish Council held on Monday 8 November 2021 at 7.30pm in Walesby Village Hall.

Present: Cllr David Thurman, (Chairman), Cllr Jeanette Ashton, Cllr Peter Braithwaite and Cllr Tanz Norgrove.

70/2021 APOLOGIES FOR ABSENCE.


 

Apologies were received from Cllr Sweny and Cllr Milles (who had to attend a funeral), Cllr Ashley and LCC Cllr S Bunney


 

71/2021 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

 

There were no declarations of interest.

72/2021 TO APPROVE THE MINUTES OF THE MEETING HELD 20.9.21

Proposed Cllr Thurman, seconded Cllr Norgrove and unanimously agreed to approve the minutes of 20.9.21. Cllr Thurman signed the minutes.

73/2021 PUBLIC FORUM.

The Parish Council noted there had been a burglary and several suspicious incidents in the village. Cllr Thurman proposed to close the public forum, seconded Cllr Braithwaite.

74/2021 PROPER OFFICERS REPORT

The following information had been distributed to councillors

Road Closures had taken place for the National Cycling time trials - October 14th to 17th.

Information had been received regarding the Accounts for St Marys Church.

Email from Market Rasen Policing Team.

Links to the LCC engagement platform are available on the website.

From next Spring a further recycling bin would be provided to enable separate Waste Collections for Paper and Card.

Concern had been raised regarding a homeless man in Walesby approaching walkers. Agencies were working to seek a solution.

There will be a new West Lindsey Councillor Code of Conduct which the parish council will adopt next spring.


 

75/2021. SPEEDING DISCUSSIONS

Cllr Thurman had passed the report to Cllr Bunney who would be meeting with highways in early December. Cllr Thurman would ask Cllr Bunney about the time scale.

The Parish Council noted that a resident had offered to purchase a speed gun. In addition Cllr Thurman was investigating the implications of purchasing Speed Indicator Devices. It was proposed to provide residents with an update on the progress with Speeding issues. Action: Cllr Thurman/Clerk

76/2021 FINANCE.

To ratify payments

450 Walesby Village Hall £48.00 Room Hire (paid 28.9.21)

451 V Davies £136.95 Clerk Salary

452 T J Book Keeping £20.00 Payroll

453 V Davies £58.27 Clerk Expenses

Cllrs noted that the rental for the village hall had increased to £12 per hour. Proposed Cllr Ashton seconded Cllr Norgrove approval of the expenditure.

Cllrs noted the Monthly financial report. Proposed Cllr Ashton, seconded Cllr Norgrove. Cllr Thurman had verified the bank reconciliation.

77/2021 TO AGREE THE BUDGET FOR 2022/23 AND TO DISCUSS FINANCIAL POSITION /PROJECTS

The Parish Council reviewed a budget proposals for 2022/23. Proposed Cllr Thurman Cllr Braithwaite to agree a precept of £2,600. This resolution was unanimously agreed.  It was agreed that a sinking fund/contingency fund would be established in the light of possible costs incurred in the broadband and speeding projects.

78/2021 TO DISCUSS GRANT APPLICATION – ST MARYS CHURCH.

The Parish Council noted that out of a budget of £420 £60 had already been paid as a grant for Gods Acre. A further £160 was ring fenced for the All Saints clock service leaving £200in the budget for grants.


 

The accounts presented by St Marys Church were reviewed. It was noted that St Marys income to date for 2021 exceeded expenditure. It was resolved that the decision regarding a grant would be deferred until the January meeting when all councilors would attend and the annual financial position would be clearer.

79/2021 Broadband

Cllr Ashton reported that the contract was signed on 20 September. Information regarding the plan, build and commissioning is now on the village website.

 

 

80/2021 Footpaths

There were no issues.

81/2021 HIGHWAYS UPDATE

Cllr Bunney had walked around the village with Cllr Norgrove and Cllr Ashton. Cllrs noted the highways report from Cllr Norgrove and thanked her. See below:-
