WALESBY PARISH COUNCIL
Minutes of the meeting of Walesby Parish Council held on Monday 9 January 2023 at 7.30pm in Walesby Village Hall.
Present: , Cllr David Thurman (Chairman), Cllr Judith Sweny, Cllr David Milles, Cllr Peter Braithwaite, Cllr Mandy Ashley, Cllr Stephen Wilson (after co-option)
In attendance: Mrs V Davies (clerk), Cllr S Bunney (from 8.15 pm).

1/2023 APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Tanz Norgrove.
2/2023 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

 
None were given.
3/2023 TO APPOINT STEPHEN WILSON AS A PARISH COUNCILLOR
Proposed Cllr Thurman seconded Cllr Braithwaite and resolved by all councillors to co-opt Stephen Wilson onto the Parish Council. Cllr Wilson signed his acceptance of Office witnessed by the Clerk.
4/2023 TO APPROVE THE MINUTES OF THE MEETING HELD 8.11.22
Proposed Cllr Thurman, seconded Cllr Ashley and unanimously agreed to approve the minutes of 8. 11.22. Cllr Thurman signed the minutes.

 
5/2023 PUBLIC FORUM.
Proposed Cllr Thurman seconded Cllr Milles to suspend the meeting for a public forum.
There were no items raised.
Cllr Thurman proposed Cllr Braithwaite seconded to close the public forum
When Cllr Bunney arrived he reported on the following.
Consultation on the LCC budget.
Consultation on Bus services.
Levelling up Greater Lincolnshire. The ten authorities will form a group. They will not lose their individual identity but will be responsible to a Mayor of Lincolnshire.
Cllr Thurman asked if there was any progress in speeding restrictions. There was no progress.
Cllrs raised the issue of the potholes on Rasen Road. The central pothole had been repaired temporarily. Permanent repairs were required. Cllr Bunney would look into this matter.
5/2023 PROPER OFFICERS REPORT
Budget
The budget requirement estimate has been submitted (£2600). WLDC contribution is £100 so the Council Tax requirement is £2500, the same as last year. The final claim had to be signed at this January meeting.
SID
The insurance company had advised that the SID is not covered by insurance. Action clerk to research if other companies would cover the SID at renewal.
Register of Interests.
The LALC enews had recommended that all councillors check their register of interests. Cllrs were requested to check their declaration of interests form in preparation for the internal audit.
Councillor Email accounts
Cllrs noted that it is good practice for councils to purchase gov.uk email accounts for councillors. However the Parish council resolved that it was meeting Data Protection legislation by ensuring that councillors used separate email accounts for council business.
6/2023 TO CONFIRM THE PRECEPT
The clerk had submitted the Precept Estimate form to West Lindsey District Council. The final precept claim form required the signature of councillors at a meeting of the parish council. If required councillors could still amend/increase the precept claim. Cllrs discussed the budget requirements for 2023-24 and resolved to keep the precept at the same as last year.
 
7/2023 FINANCE
Proposed Cllr Thurman seconded Cllr Milles to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.

8/2023 Broadband
Cllr Thurman had raised the issue with BT Openreach regarding the cancelled vouchers. A member of the broadband steering group advised that digging in Catskin Lane is starting this week. Once commissioned the Broadband project would be completed. The service providers would then claim the vouchers.
9/ 2023 DEFIBRILLATOR TRAINING
Cllrs noted that funding had been raised to replace the defibrillator. The parish council resolved to cover the costs for the training of £35 + VAT per person to a maximum amount of £250 to cover the first 6 training places. Further places could be funded from donations. Potentially further funding could be raised via village events.
10/2023 ELECTIONS
Discussion took place regarding the election process. The final process would be agreed at the March meerting.
11/2023 Highways Update
 
Cllrs noted the highways report from Cllr Norgrove and thanked her.
12/2023. PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.
To note
145631. PROPOSAL: Planning application for 1no. dwelling with detached garage, amended house type following planning permission 139780 being variation of condition 2 of planning permission 142670 granted - amended drawings to reflect minor changes in design.
LOCATION: Land to r/o Graycroft Rasen Road Walesby Market Rasen LN8 3UW
Application now withdrawn.
 
13/2023 PREPARATION FOR INTERNAL AUDIT

 
Appointment of Internal Auditor. Cllrs resolved to use the same internal auditor as in previous years.
To confirm the Asset Register. The parish council ratified the accuracy of the register.
To ratify risk assessment policy. Cllrs ratified the policy
To Ratify Standing Orders. Cllrs ratified the standing orders.

 
14/2023 VEGETATION AROUND THE VILLAGE HALL
This issue had been raised with the village hall committee. The vegetation would be sprayed in the Spring.to clear it before possible re-landscaping.
15/2023 DATE OF NEXT MEETING
Cllrs agreed to change the date of next meeting to Tuesday 7 March 2023 - 7.30 pm.
The meeting closed at 9 pm.
