WALESBY PARISH COUNCIL

Minutes of the a meeting of Walesby Parish Council held on Monday 13 November 2023 at 7.00pm in Walesby Village Hall.

59/2023 APOLOGIES FOR ABSENCE.

Apologies were received from Cllr Stephen Wilson and WLDC Cllr Stephen Bunney.

60/2023 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.


 

Cllr Thurman declared an interest under item 64/2023

61/2023 TO APPROVE THE MINUTES OF THE MEETING HELD 11.9.23

Proposed Cllr Norgrove, seconded Cllr Braithwaite and unanimously agreed to approve the minutes of 11.9.23. Cllr Thurman signed the minutes.


 

62/2023 PUBLIC FORUM.

Proposed Cllr Thurman seconded Cllr Sweny to suspend the meeting for a public forum.

A parishioner pointed out that the trees growing over Rasen Road were at a dangerous angle. The parishioner would contact the authorities concerned.

A parishioner commented on the planning application expressing concern which way the carcasses be driven. The parish council noted that this is a respective planning application and the venison processing is already taking place.

Report from West Lindsey District Council.

Cllr Westley reported that Storm Babet highlighted the fact that Lincolnshire County Councils resources are not sufficient to cope with the current issues of flooding and flood management across the district. In truth the same goes for their abilities to maintain the quality of the roads. Consequently, local communities are left putting in measures to cope for themselves and lobbying for extra and fairer funding from central Government.

 

The flooding issues on Walesby Hill and Catskin Lane are on Highways radar and are in the forward work programme but as yet no dates given. However, after recent events in Fiskerton etc. they have slipped down the priority order.

The gullies and drains will be inspected and cleaned as frequently as possible but it is recognised that this is not enough. As soon as they are cleared they soon clog up with the next rainstorms.

 

Highways are very grateful for the work carried out by Cllr Norgrove and the Parish Council and the Parish Council is encouraged to continue reporting matters as it assists with the future allocation of funding etc.

Policing:

The new team is in place at Market Rasen. The two Neighbourhood officers are PC Rachel Turner and PC Simon Percy. The team is managed by Inspector Michael Head.

 

New tool for reporting Fly Tipping

The Parish council noted that there was anew fly tipping reporting tool.

It was recommended that Parish Councils put an emergency plan in place. A working party would be required to complete a template. Cllr Westley would send the parish council the template. Discussion took place regarding the possibility of applying for a grant from WLDC to purchase a generator to use in the village Hall in emergency situations. In the first instance the Parish Council would look into creating an emergency plan.

Cllr Thurman proposed Cllr Sweny seconded to close the public forum.

63/2023 PROPER OFFICERS REPORT

All items were covered in the agenda.

64/2023 FINANCE

Proposed Cllr Thurman seconded Cllr Sweny to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.

TO AGREE TO APPLY THE NALC SALARY INCREASE

The Parish council noted the NALC salary scales had increased. This would increase the salary from £12.95 to £14.95. This would be back dated to 1 April 2023 as recommended by NALC.

Proposed Cllr Thurman, Seconded Cllr Norgrove that the Parish council increase the rate of pay and apply the back pay with effect from 1 April 2023. The back pay would be paid in January.

TO APPROVE THE BUDGET FOR 2024-2025

The Parish council considered the budget for 2024-2025. Proposed Cllr Thurman, Seconded Cllr Norgrove and agreed by all councillors to agree the budget with a precept of £2730. Resolution: The Parish council agreed a precept of £2730.

REQUEST FOR A GRANT FOR GODS ACRE

Cllr Thurman declared an interest and Cllr Braithwaite chaired this part of the meeting. The mower used by Gods Acre required a service. A beneficiary had agreed to cover the cost of the basic service of £75. It was requested that the parish council underwrite further maintenance costs up to £200. Proposed Cllr Braithwaite seconded Cllr Sweny that the Parish council would underwrite up to £200 further maintenance costs.

APPLICATION FOR GRANT TO WLDC FOR SHED FOR VILLAGE HALL

The Parish council would apply for a grant from WLDC for the cost of replacing the shed at the village Hall.

APPLICATION FOR A GRANT FROM DISTRICT COUNCILLOR TOWARDS THE COST OF A NOTICEBOARD

The quotation for an oak noticeboard was £1,000. It was proposed to request a grant of £600 from WLDC towards the costs. This would be considered in the next financial year. In the meantime a local resident who is a carpenter would be contacted for a cheaper quotation if that resident were to build for us.

65/2023 HIGHWAYS UPDATE

Cllrs noted the highways report from Cllr Norgrove and thanked her.


Highways November 2023

It had been highlighted that in Catskin Lane the hedges were encroaching on the verge. The parish council had written to the landowner but the letter had been returned. When a new address had been provided the clerk would send another letter to the landowner

66/2023. PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.

147317 WALESBY TOP FARM WALESBY HILL WALESBY MARKET RASEN LN8 3XA. Planning application for change of use of agricultural building into a cutting room for the purpose of processing Venison grown on the farm including installing refrigeration panels and units, and rail system for transporting carcasses.

Proposed Cllr Thurman seconded Cllr Braithwaite and agreed by all Councillors to submit the following comment. The Parish council had no comment on the application.

67/2023 UPDATE ON VILLAGE HALL GROUNDS

A landscape gardener had been consulted. After the vegetation had been cut down weed killer would be applied.

68/2023 UPDATE ON THE TELEPHONE BOX

A parishioner had highlighted that the telephone box needed some refurbishing. This project may be considered by Walesby in Bloom in the future.

69/2023 WALESBY NEW VILLAGERS BOOKLET

Discussion took place regarding updating the booklet which was on the village website. Joe Magrin was going to try to obtain the original folder from Geoff Freeman. If that was obtained Cllr Sweney was going to investigate how to update its contents,.
