Notes of Walesby Parish Council Meeting held on 14th January 2019, 7.30pm at the Village Hall, Walesby
Present: Cllr David Thurman (Chair), Cllr Jeanette Ashton, Cllr Peter Braithwaite, Cllr David Milles, Cllr Lewis Strange, Emily Wilson and 5 members of the public.

1. Apologies.
Apologies received from Cllr Sprague, Cllr Sweny and Cllr Tom Smith (WLDC)

2. Declarations of interest. None

3. Minutes.
Proposed by Cllr Milles, seconded by Cllr Braithwaite and resolved that the notes from the meeting held
on 12th November 2018 be approved as a true record and signed as minutes.

4. Public Forum. The meeting was suspended to allow members of the public to share village issues. Cllr Strange updated the meeting of recent LCC decisions.

6. Parish Clerk vacancy.
LALC and local parish council clerks have been contacted. Local advertising discussed and deferred until the next meeting. Emily Wilson interested in post and to shadow Proper Officer and Responsible Financial Officer. Proposed by Cllr Ashton, seconded by Cllr Milles and resolved.

7. Broadband.
Cllr Thurman updated data from village survey with speed range of 1.9 – 8.2. Discussion of efficient connectivity for individual residences. Proposed by Cllr Ashton, seconded by Cllr Milles and resolved that BT be approached for advice and consistency. Cllr Milles to attend WLDC meeting on 31st January for further support.

8. Glebe Land between Otby Lane and Walesby Hill. Cllr Thurman reported back from new owner that access would be denied. Discussion relating to evidence from residents for existing public footpath before open access (30/40 years ago). Proposed by Cllr Thurman, seconded by Cllr Ashton and resolved that Ramblers and Wolds Countryside Commission to be approached for support.

9. Appointment of Internal Auditor
Current auditor has resigned Cllr Thurman has a contact to fulfill duties. Proposed by Cllr Milles, seconded by Cllr Braithwaite and resolved to appoint.

10. Change of date of Annual meeting. No change. 13th May 2019

11. Highways :
a) Feedback from LRSP meeting 20/11/2018 Strategies shared to increase visibility and decision to reduce speed limit on A46.
b) Winter salt still not delivered, but to be followed up by Cllr Strange
c) Replacement salt bin on Walesby Hill to be followed up by Cllr Strange
d) Flooding issues in Otby Lane, Rasen Road and Walesby Hill to be followed up with LCC.
Proposed by Cllr Ashton, seconded by Cllr Milles and resolved that photographs would be collected and a site meeting suggested.

12. Footpaths Discussion of poor condition of BOAT due to off road drivers. Cllr Strange to follow up and Cllr Braithwaite volunteered to approach Ramblers.

13. Finance Cllr Braithwaite presented financial report. A cheque for £55 paid to LALC for councillor training. Proposed by Cllr Thurman , seconded by Cllr Ashton and resolved.

14. Planning Application 138662 (Walesby House) Condition 4 of previous application approved.

15. Date of next meeting:11 March 2019 at 7.30pm.
