Minutes of the ANNUAL meeting of Walesby Parish Council held on Monday 13 May 2024 at 7.30pm in Walesby Village Hall.
Present:, Cllr David Thurman (Chairman), Cllr Tanz Norgrove, Cllr Stephen Wilson, Cllr Mandy Ashley, Cllr Peter Braithwaite, Cllr D Milles.
In attendance: Mrs V Davies (clerk),
Two members of the public.
24/2024 ELECTION OF CHAIRMAN
Proposed Cllr Braithwaite seconded Cllr Wilson to elect Cllr Thurman as chairman.
25/2024 ELECTION OF VICE CHAIRMAN
Proposed Cllr Thurman, seconded Cllr Norgrove to elect Cllr Wilson as vice chairman.
26/APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Judith Sweny, and WLDC Cllr Stephen Bunney.
29/2024 PUBLIC FORUM.
Proposed Cllr Thurman seconded Cllr Norgrove to suspend the meeting for a public forum.
No items were raised
Proposed Cllr Thurman seconded Cllr Ashley to close the public forum.
27/2024 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.
There were no declarations of interest.
28/2024 TO APPROVE THE MINUTES OF THE MEETING HELD 7.3.24
Proposed Cllr Thurman, seconded Cllr Wilson and unanimously agreed to approve the minutes of 7.3.24. Cllr Thurman signed the minutes.

30/2024 PROPER OFFICERS REPORT
The clerk advised that the remainder of the grant payment (£224) had been received from West Lindsey District Council for the village hall shed..
WLDC Cllr Bunney had advised that there is free labour is available for various projects in the district. Cllr Bunney the district councillor could only nominate one project in his district. The clerk would forward to details to Merilyn Coombes to see if she had any projects to submit to Cllr Bunney.
The was an offer of a free generator for the Village Hall to use in an emergency. However the cost of wiring and installing the generator would be circa £1,000. The Clerk would contact Cllr Bunney to ask if there is grant towards installation of generator in the Village Hall.

Costs
Cllrs asked if the insurance policy covered the Village Hall. The Village Hall had their own insurance.
REQUEST FOR GRANT LITTER PICK.
Proposed Cllr Thurman, seconded Cllr approval of the grant for the litter pick refreshments at a cost of £28.25.
32/2024 ANNUAL RETURN 2023-2024
a) To approve Asset Register
Proposed Cllr Thurman, seconded Cllr Wilson and agreed by all Cllrs approval of the asset register.
b)To note the Annual Financial Report. 2023 – 2024
Cllrs noted the Annual Financial Report. Proposed Cllr Thurman Seconded Cllr Ashley and unanimously agreed by all Cllrs to approve the Annual Financial Report.
c) To note the annual Bank Reconciliation 2023 – 2024
Proposed Cllr Thurman seconded Cllr Ashley and unanimously agreed by all Cllrs to approve the Annual Bank Reconciliation.
d) To Execute Certificate of Exemption 2023 – 2024
The Parish Council declared itself as exempt from a limited assurance review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015. Proposed Cllr Thurman Seconded Cllr Ashley and unanimously agreed by all Cllrs that the certificate be executed.. The Certificate of Exemption was signed by the Chairman and the Clerk.
e) To Execute review of effectiveness of internal audit 2023 – 2024
Cllrs considered the internal audit. Proposed Cllr Thurman seconded Cllr Wilson and unanimously approved by all Cllrs to approve the Internal Audit Report.
f) To Execute Annual Governance Statement 2023 – 2024
The Council as a whole considered the effectiveness of the system of internal control and prepared the Annual Governance Statement (Section 1 of the Annual Return). Proposed Cllr Thurman seconded Cllr Wilson and approved by all Cllrs to approve the Annual Governance Statement.
The annual Governance Statement was signed by Cllr Thurman and the clerk on behalf of the Council.
g) To Approve Accounting Statements 2023 - 2024
The council as a whole considered the accounting statements (Section 2 Accounting Statements 2023/24). Proposed Cllr Thurman seconded Cllr Norgrove that the sdtatenent be approved-agreed by all Cllrs.
The statement was signed by the Chairman and clerk.
h) To Execute the Notice of Public Rights 2023 – 2024
Cllrs resolved that the dates that the public could exercise their rights to view the accounts would be Monday Monday 3 June 2024 to Friday 12 July 2024
i) To note the Variances 2023-24
Cllrs noted the variances and the explanations for the variances between the income and expenditure for 2023-2024 compared to 2022-2023. Councillors approved the variances.
j) Summary of Income 2023-2024
Cllrs noted the summary of income.
33/2024 HIGHWAYS UPDATE
Cllrs noted the highways report from Cllr Norgrove and thanked her. Members of the public were encouraged to report any faults on FIXMYSTREET.
34/2024. PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.
148168. OTBY MOOR FARM. MOOR ROAD WALESBY MARKET RASEN LN8 3TQ. Planning application for the erection of extensions, erection of swimming pool, new courtyard wall, replacement gates, conversion and extension of barn to form home gym, and conversion and extension of barn to form annexe.
The Parish Council considered the application. The parish council had no comment to make.
148115. PLOVERS, MOOR ROAD, WALESBY, MARKET RASEN, LINCOLNSHIRE, LN8 3UR Planning application for change of use of building containing 3no. holidays lets to 1no. dwelling including the erection of a rear extension. The Parish Council had no comment to make.
148182. LABURNUM HOUSE, RASEN ROAD, WALESBY, MARKET RASEN, LINCOLNSHIRE, LN8 3UW. Planning application for erection of new gate to drive.. The Parish Council had no comment to make.
35/2024 UPDATE OF WALESBY NEW VILLAGERS BOOKLET
The original publisher versions of the booklet had been obtained. Some amendments had been made to the booklet. The following updates were required. Walesby Neighbourhood Watch,and the Church of St Mary. The clerk would contact those involved.
36/2023 DATE OF NEXT MEETING
The next meeting would take place on Monday 8 July 2024 at 7.00 pm.
The meeting closed at 8.00 pm.
