Minutes of the Annual Meeting with Parishioners held Monday 18 May 2026 at 7.00pm.

1.  Minutes Of The Meeting Held 13 May 2025:
It was resolved that the minutes be signed as a true record. Proposed Cllr Thurman, Seconded Cllr Norgrove. Unanimously approved by all councillors.
2.  Chairman’s Report
The Chairman reported the following:-
Keeping costs to a minimum is still a primary aim- so we have kept the precept at last year’s level. Grants have been restricted to the litter pick and Walesby in Bloom.
Cllr Norgrove has done a superb job keeping on top of highways issues. There have been more issues on Walesby Hill including a sunken drain which seems to have been sorted. She manages to task Cllrs Westley and Bunney for help. We must also thank again her husband David for keeping our speed monitor usefully located.
We had to have the Dog Poo bin at the bottom of Hall Drive removed as it was relocated too close to the bench. We have managed to negotiate a replacement further down Rasen Road.
The sign to the village hall on the fingerpost taken away from Hall Drive has unfortunately been lost by Highways.
We have recently been asked to make a grant for the maintenance of the defibrillator attached to the village hall. We considered it to be a matter for the whole village and we are in the process of calling for donations from villagers and village organisations.
Finally I wish to thank the clerk and my fellow councillors for their help with all the other issues that arise.

 
3.  Responsible Financial Officer Report:
The RFO presented the accounts as at 31 March 2026. Reserves to be carried forward are £5907.88. There is a high level of scrutiny. All payments are approved by the council and subject to a corresponding invoice. The bank reconciliation is verified monthly by the Chairman.

Food Waste
The new service has started well with an over 60% take up in the first week – the figure increasing week by week.
A regular question is why are the lids not closed on the orange bins after emptying. The collection is being done by new crews who are only just getting used to their rounds – by leaving the lids open they know that thy have been down the road and will not double collect. A side reason is that it provide ventilation.
 
Policing
In recent weeks it has been announced that extra personnel have been allocated to the neighbourhood teams. For the eastern division this amounts to one PC and two extra PCSOs – the full compliment will be in place during the summer. Whilst the addition to the team is to be welcomed it still does not match the numbers on from a few years ago.
WLDC are investigating possible ways of increasing the support given to the police by their enforcement and anti-social behaviour teams.
The neighbourhood team are prepared to visit local community groups to discuss their local approach to policing and answer any questions. PCSO Dawn Cowling gave a very informative talk to a community group in Market Rasen.

The police are currently using the platform ‘Lincolnshire Alert’ to communicate with the public. They use it to publicise information on incidents – list people sentenced etc. It can also be used to send messages to the police. LGR and Elections
May 3rd 27 is local election day for the area. All Parish Councils are up for election. Whether the upper tier election will be for a District or a new Unitary Authority is still undecided. The Government are expected to announce a decision in June or July this year.
 
Walesby Hill Crossroads
At the request of two parishioners I have approached Highways to improve the signage and road markings on the minor crossroads at the top of the Hill. Initial feedback is that they will look at things positively. I will keep you informed as time goes on.
