Minutes of the Annual meeting of Walesby Parish Council held on Monday 18 May 2026 at 7.00pm in Walesby Village Hall.
 
Present:, Cllr David Thurman (Chairman), Cllr D Milles, Cllr Judith Sweny, Cllr Tanz Norgrove, Cllr Stephen Wilson,.
In attendance: Mrs V Davies (clerk), Cllr Moira Westley.
 
There were no members of the public present.

 
19/2026 ELECTION OF CHAIRMAN

 
Proposed Cllr Norgrove seconded Cllr Sweny to re elect Cllr Thurman as Chairman. This was unanimously agreed by all councillors.
 
20/2026 ELECTION OF VICE CHAIRMAN

 
Proposed Cllr Thurman, seconded Cllr Norgrove to re elect Cllr Wilson as vice chairman. Unanimously agreed by all councillors.

 
21/2026APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Peter Braithwaite, Cllr Mandy Ashley and LCC and WLDC Cllr S Bunney.
 
PUBLIC FORUM.
 
There was no open forum as no parishioners were present.
 
22/2026 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.
There were no declarations of interest.
 
23/2026 TO APPROVE THE MINUTES OF THE MEETING HELD 5.3.26
Proposed Cllr Thurman, seconded Cllr Sweny and unanimously agreed to approve the minutes of 5.3.26. Cllr Thurman signed the minutes.

Proposed Cllr Thurman, seconded Cllr Sweny and agreed by all Cllrs to approve the cheques.

 
Walesby in Bloom had requested a donation of £60.00 towards the refurbishment of a bench at the bottom on Hall Drive. The bench was originally bought by the church using a grant. Proposed Cllr Thurman, seconded Cllr Wilson and agreed by all councillors to approve the donation of £60 to Walesby in Bloom.
 
Cllrs noted the financial reports.

 
26/2026 ANNUAL RETURN 2025-2026
 
a)To note the Annual Financial Report. 2025 – 2026
Cllrs noted the Annual Financial Report. Proposed Cllr Thurman Seconded Cllr Norgrove and unanimously agreed by all Cllrs to approve the Annual Financial Report.
b) To note the annual Bank Reconciliation 2025 – 2026
Proposed Cllr Thurman, seconded Cllr Sweny and unanimously agreed by all Cllrs to approve the Annual Bank Reconciliation.
c) To Execute Certificate of Exemption 2025 – 2026
The Parish Council declared itself as exempt from exempt from a limited assurance review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015. Proposed Cllr Seconded Cllr and unanimously resolved by all Cllrs to declare the Parish Council as exempt from a limited assurance review. The Certificate of Exemption was signed by the Chairman and the Clerk.
d) To Execute review of effectiveness of internal audit 2025 – 2026
Cllrs considered the internal audit and took action to address items raised. Proposed Cllr Thurman, seconded Cllr Wilson and unanimously approved by all Cllrs to approve the Internal Audit Report.
e) To Execute Annual Governance Statement 2025 – 2026
The Council as a whole reviewed the effectiveness of the system of internal control and considered the findings. The Council prepared the Annual Governance Statement (Section 1 of the Annual Return). Proposed Cllr Thurman, seconded Cllr Norgove and approved by all Cllrs to approve the Annual Governance Statement.
Resolution

The council approved the annual Governance Statement which would be signed by Cllr Thurman and the clerk on behalf of the Council.
f) To approve the accounting statements
 
The Parish Council considered the Accounting Statements ;
 
Proposed Cllr Thurman, seconded Cllr Sweny and agreed by resolution by all councillors to approve the Accounting Statements.
 
The Accounting Statements were signed and dated by the Chairman. The clerk had signed the Accounting Statements prior to the meeting.
g) To Execute the Notice of Public Rights 2025 – 2026
Cllrs resolved that the dates that the public could exercise their rights to view the accounts would be Wednesday 3 June 2026 to Tuesday 14 July 2026
h) To note the Variances 2025-26
Cllrs noted the variances and the explanations for the variances between the income and expenditure for 2025-2026 compared to 2024-2025. Proposed Cllr Thurman, seconded Cllr Wilson and approved by all councillors to approve the variances.
i) Summary of Income 2025-2026
Cllrs noted the summary of income.
j) To note the payments over £100.

27/2026 HIGHWAYS UPDATE
 
The Parish Council thanked Cllr Norgrove for her work reporting highways issues.  See Report.
 
 
 
 
Two parishioners raised the issue that there had been accidents involving vehicles approaching the crossroads on Walesby Hill from the minor road. The yield sign on the minor road is not prominent. White lines on the junction are not visible. Cllr Braithwaite had sent in a written statement as he had been involved in one of the accidents.
 
28/2026 PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.
There were no applications.
29/2026 AOB
The parish council were concerned that planting in the area around the village hall had not taken place. Cllr Thurman would raise the issue with the village hall committee.
