Minutes of the Annual meeting of Walesby Parish Council held on Monday 9 May 2022 at 7.30pm in Walesby Village Hall.

Present: Cllr David Thurman, (Chairman), Cllr Jeanette Ashton, Cllr Judith Sweny, Cllr David Milles

29/2022 ELECTION OF CHAIRMAN

Proposed Cllr Sweny, seconded Cllr Ashton that Cllr Thurman continue as Chairman. The Chairman signed the declaration of Acceptance of office.


 

30/2022 ELECTION OF VICE CHAIRMAN


 

There were no councillors who wanted to be vice Chairman.

31/2022 APOLOGIES FOR ABSENCE.


 

Apologies were received from, Cllr Tanz Norgrove. Cllr Peter Braithwaite and Cllr Mandy Ashley, Cllr S Bunney


 

32/2022 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

Cllr Milles, Sweny and Thurman declared an interest in item 41/2022. Planning application 144393 (lawful development certificate).

33/2022 TO APPROVE THE MINUTES OF THE MEETING HELD 14.3.22

Proposed Cllr Sweny, seconded Cllr Ashton and unanimously agreed to approve the minutes of 14.3.22. Cllr Thurman signed the minutes.

34/2022 PUBLIC FORUM.

Proposed Cllr Thurman seconded Cllr Ashton to suspend the meeting for a public forum.

Many of the Parishioners and the Parish council expressed their thanks that the footpath PROW945 had been cut and footpath PROW117 had been marked. Action clerk to write a letter of thanks to the landowner. .

Cllr Thurman proposed Cllr Ashton seconded to close the public forum

Proposed Cllr Ashton, seconded Cllr Milles to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.


 

37/2022 Annual Return for the year ended 31 March 2022.


 

a)To note the Annual Financial Report. 2021 – 2022

Cllrs noted the Annual Financial Report. Proposed Cllr Thurman, Seconded Cllr Milles and agreed by all councillors.

b) To note the annual Bank Reconciliation 2021 – 2022

Councillors noted the Annual Bank Reconciliation. Proposed Cllr Milles, seconded Cllr Sweny and agreed by all Councillors.

c) To Execute Certificate of Exemption 2021 – 2022

The parish council certified itself as exempt from a limited assurance review under

Section 9 of the Local Audit (Smaller Authorities) Regulations 2015 and completed a Certificate of Exemption. Cllr Milles proposed, Cllr Sweny seconded and this was unanimously approved by all Cllrs. The statement would be signed by the Chairman and clerk.

d) To Execute review of effectiveness of internal audit 2021 – 2022

The council as a whole considered effectiveness of internal audit. Proposed Cllr Thurman, seconded Cllr Ashton and agreed by all Councillors to approve the internal audit report.

e) To Execute Annual Governance Statement 2021 – 2022

The Council as a whole considered the effectiveness of the system of internal control and prepared the Annual Governance Statement (Section 1 of the Annual Return). Cllrs approved the Annual Governance Statement.

Resolution. Proposed Cllr Thurman, seconded Cllr Milles and unanimously approved by all Cllrs to approve the annual Governance Statement which would be signed by Cllr Thurman and the clerk on behalf of the Council

f) To Approve Accounting Statements 2021 – 2022

The council as a whole considered the accounting statements (Section 2 Accounting Statements 2021/22). Proposed Cllr Ashton seconded Cllr Thurman and approved by all Cllrs to approve the Accounting Statement.

Resolution:

The Parish Council approved the Accounting Statement. The statement would be signed by the Chairman and clerk

g) To note the Variances 2021-22

Cllrs noted the Variances 2021-2022

Proposed Cllr Milles, seconded Cllr Thurman and agreed by all councillors.

h) To Execute the Public Rights to Inspect

The dates that the public could exercise their rights to view the accounts would be Monday 13 June 2021 to Friday 22 July 2021. Proposed Cllr Sweny, seconded Cllr Milles and approved by all Cllrs.

38/2022 To discuss and resolve on the renewal of insurance policy

Cllrs approved the insurance renewal at a price of £180.87. Proposed Cllr Thurman seconded Cllr Milles and approved by all Councillors.


 

39/2022 Broadband

Cllr Ashton reported that the broadband is progressing to plan. The initial works in Catskin Lane and Otby Lane will be started in the near future. Any expired vouchers have been renewed by BT Openreach.


 

40/2022 Highways Update

Cllrs noted the highways report from Cllr Norgrove and thanked her. See below:-


Highways May 2022

41/2022. Planning applications. To consider any planning applications and to note any approved since last meeting.

144757. Planning application for 1 domestic wind turbine & 2no. ground mounted solar panel array. LOCATION: Mill House Farm Moor Road Walesby Market Rasen LN8 3UR

Cllrs approved the application. This application was outside the core of the village. It was considered to be good for the environment.

144599 Planning application for the change of use of land for siting of caravans (lodges Sunnyside Up Farm Shop, Poplar Farm, Tealby Road, Walesby, Market Rasen, Lincolnshire, LN8 3UL. Amended. 29.4.22. Receipt of Landscape and Visual Assessment

The Parish resolved that the receipt of the Landscape and visual assessment made no difference to the comments previously made. The Parish Council submitted the following comments.

We can only reiterate our views expressed about 142675.

This application is the 4th and most unsuitable application. We totally object to it.

Against our advice 139788, 141442 and 142675 have previously been granted permission for 15, 27 and 22 cabins respectively. Each one of those was restricted by the planning committee .

This application is for a further 79 cabins.

The viability of the first three applications has not been proven and only 1 cabin so far has been erected.

The whole site is close to the AONB. The first three were restricted to protect wildlife and in accordance with policies LP2, LP17 and LP26 of the Central Lincolnshire Local Plan. In addition the density of lodges and scale of the whole development is totally inappropriate for this quiet rural site. Those reasons should stop this one.

It is the 4th and for 79 cabins- more than the first three put together.

To allow this would have a drastic effect on the whole area by creating a huge holiday camp next to the Lincolnshire Wolds.Too much traffic, too much disturbance, too much pollution for an idea that has not even been proven to be viable.

The Parish council had no comment.

144393. Land Off, Moor Road, Walesby, Application for a lawful development certificate for commencement of works for 2no. dwellings in accordance with planning permission M03/P/0782 granted 28 August 2003.

The Parish council had no objections.

To note.

143885. Request for confirmation of compliance with conditions 3 & 4 of planning permission 142670 granted 3 August 2021. Condition Discharge.

42/2022 REPORT ON INSTALLING A VILLAGE SPEED INDICATOR DEVICE

Cllr Thurman had obtained a quotation of £2209. Pledges of £380 had been received from parishioners. A grant had been applied for from West Lindsey for £1100. A team of 4 volunteers would move the device from road to road.

43/2022. SECURITY IN THE VILLAGE

Grant White from West Lindsey District council would arrange a demonstration of equipment in the Village Hall.

44/2022 PROPOSALS TO ERECT PLANTERS IN THE VILLAGE/PAINT PHONE BOX.

Walesby in Bloom had applied for a grant of £300 from the councillor initiative fund. Permission had been obtained from local land owners where the planters would be located. The planters would be located by the 4 village signs, Catskin Lane, Moor Road, Walesby Hill, and Rasen Road. Cllrs asked how the planter upkeep would be organised. A committee would be in place. There was a proposal for the phone box to be repainted. The Parish Council agreed to pay the costs of the paint (£50.00). The Parish council requested that there be liaison with the parishioner who had previously painted the phone box. Discussion took place regarding the noticeboard which required revarnishing. This would be addressed by the parish council.

45/2022. JUBILEE CELEBRATIONS

There are several planned village events over the jubilee weekend to include beacon lighting on Thursday 2nd and a lunchtime street party on Sunday 5th June in line with national celebrations.

46/2022. TO APPROVE RISK ASSESSMENT POLICY.

Proposed Cllr Thurman seconded Cllr Milles to approve the risk assessment Policy

47/2022 Date of next meeting Monday 11 July 2022 7.30 pm.

The meeting closed at 21.00
