WALESBY PARISH COUNCIL
Minutes of the a meeting of Walesby Parish Council held on Monday 11 September 2023 at 7.30pm in Walesby Village Hall.
Present:, Cllr David Thurman (Chairman), Cllr Judith Sweny, Cllr Tanz Norgrove, Cllr Peter Braithwaite, Cllr D Milles,,

49/2023 APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Mandy Ashley, Cllr Stephen Wilson.
50/2023 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

 
There were no declarations of interest.
51/2023 TO APPROVE THE MINUTES OF THE MEETING HELD 17.7.23
Proposed Cllr Sweny, seconded Cllr Norgrove and unanimously agreed to approve the minutes of 17.7.23. Cllr Thurman signed the minutes.

 
52/2023 PUBLIC FORUM.
Proposed Cllr Thurman seconded Cllr Milles to suspend the meeting for a public forum.
A member of the public expressed their thanks to all the parish councillors for all their work behind the scenes.
Cllr Westley advised on the community funding project. Officers would be in attendance at Festival Hall on 19 September to discuss funding. There is also a consultation on West Lindsey website requesting feedback on funding. Walesby Village Hall could apply for a grant to improve the amenity in the village. In addition the parish council could consider CCTV options. Action: Clerk to contact Grant White at LCC regarding CCTV.
The parish council noted that there would be a change in Lincolnshire policing with PCSOs reduced in numbers from 20 to 7. In addition, the 7 PSCOs would be based in Gainsborough. This would leave only one police officer in Market Rasen.
Cllr Thurman proposed Cllr Sweny seconded to close the public forum.
53/2023 PROPER OFFICERS REPORT
All items were discussed in the meeting.
54/2023 FINANCE
Proposed Cllr Thurman seconded Cllr Sweny to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.

55/2023 HIGHWAYS UPDATE
Cllrs noted the highways report from Cllr Norgrove and thanked her.

 
 
 
Highways report
 
The Parish council noted that the drains have been cleared on Walesby Hill. However other drains had not been cleared. Parishioners were encouraged to use fix my street to highlight any issues.
It had been highlighted that in Catskin Lane the hedges were encroaching on the verge. The parish council had written to the landowner but there had been no response. Cllr Norgrove would contact Highways to request them to enforce the issue.
Highways Survey
The parish council completed a highways survey requested by Lincolnshire County Council.

APPLICATION REFERENCE NO: 146812. Planning application for the change of use of land for siting of caravans (lodges) - resubmission of 144599.
57/2023 UPDATE ON VILLAGE HALL GROUNDS
There was no progress. Solutions would be sought by the Village Hall Committee.
58/2023 DATE OF NEXT MEETING
The next meeting would take place on Monday13 November 2023. - 7.00 pm.
The meeting closed at 8.50 pm.
