Minutes of the ANNUAL meeting of Walesby Parish Council held on Tuesday 16 May 2023 at 7.30pm in Walesby Village Hall.
Present:, Cllr David Thurman (Chairman), Cllr Judith Sweny, Cllr Peter Braithwaite (after co-option), Cllr Stephen Wilson,
In attendance: Mrs V Davies (clerk), Cllr S Bunney. Cllr E Bennett.

26/2023 ELECTION OF CHAIRMAN

 
Proposed Cllr Sweny, seconded Cllr Wilson that Cllr Thurman be elected as Chair of the Parish Council. Cllr Thurman signed the acceptance of office.

 
27/2023 TO ELECT A VICE CHAIRMAN

 
Proposed Cllr Thurman, seconded Cllr Thurman to elect Cllr Wilson as vice Chair.

 
28/2023 APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Tanz Norgrove , Cllr Mandy Ashley, Cllr D Milles,.
29/2023 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.

 
There were no declarations of interest.
30/2023 TO APPROVE THE MINUTES OF THE MEETING HELD 7.3.23
Proposed Cllr Thurman, seconded Cllr Sweny and unanimously agreed to approve the minutes of 7.3.23. Cllr Thurman signed the minutes.

 
31/2023 CO-OPTION OF COUNCILLOR

 
Proposed Cllr Wilson, seconded Cllr Sweny and unanimously approved by all Cllrs to co-opt Peter Braithwaite as a councillor. Cllr Braithwaite signed his acceptance of office form.

 
32/2023 POST ELECTION MATTERS

 
Cllrs Thurman, Wilson, Sweny and Braithwaite completed their declarations of Acceptance of Office forms which were witnessed by the clerk. Cllrs Thurman, Wilson, and Sweny also completed the form to confirm Receipt of the Code of conduct. Cllrs resolved that Cllrs Milles, Ashton and Norgove could complete the Declaration of Acceptance of Office by Monday 5 June together with their Declarations of Interests and Receipt of the Code of Conduct. Cllr Braithwaite also to complete the Declaration of Interests form and Receipt of the Code of conduct form by Monday 5 June. This documentation to be passed to Cllr Thurman who would distribute to the clerk for processing.
33/2023 PUBLIC FORUM.
Proposed Cllr Thurman seconded Cllr Sweny to suspend the meeting for a public forum.
Cllr Bunney reported that Policing was reducing in the area. PCSOs were moving to Gainsborough, leaving only one police officer for neighbourhood policing.

 
Funding opportunities would be available at West Lindsey District Council.
Discussion took place regarding flooding in Walesby. In Catskin Lane the issue related to a drain blockage. The flooding on Walesby Hill was being investigated. Action: Cllr Norgrove to copy Cllr Bunney on issues with Walesby Hill and possible solutions.

 
Cllr Thurman proposed Cllr Sweny seconded to close the public forum
34/2023 PROPER OFFICERS REPORT
Cllrs noted that there had been a request funding for coronation celebrations. Due to budget restrictions this request could not be agreed.
35/2023 FINANCE
Proposed Cllr Thurman seconded Cllr Milles to approve the cheques for payment. Cllr Thurman had verified the bank reconciliation.

TO DISCUSS RENEWAL OF INSURANCE POLICY
Proposed Cllr Wilson seconded Cllr Thurman and agreed by all Cllrs to take out the policy with BHIB insurance at a price of £377.27 under a long term agreement. The previous insurer Zurich would not insure the Speed Indicator device. Cllrs acknowledged that this was a large increase in premiums but it was essential to insure the Speed Indicator Device.
Cllr Thurman confirmed that Lloyds Bank had acknowledged receipt of the new bank mandate.
36/2023 ANNUAL RETURN FOR YEAR ENDED 31.3.2023
a)To note the Annual Financial Report. 2022 – 2023
Cllrs noted the Annual Financial Report. Proposed Cllr Thurman, seconded Cllr Sweny and unanimously agreed by all Cllrs to approve the Annual Financial Report.
b) To note the annual Bank Reconciliation 2022 – 2023
Proposed Cllr Thurman, seconded Cllr Sweny and unanimously agreed by all Cllrs to approve the Annual Bank Reconciliation.
c) To Execute Certificate of Exemption 2022 – 2023
The Parish Council declared itself as exempt from exempt from a limited assurance review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015. Proposed Cllr Thurman Seconded Cllr Braithwaite and unanimously agreed by all Cllrs to execute.
d) To Execute review of effectiveness of internal audit 2022 – 2023
Cllrs considered the internal audit. Proposed Cllr Thurman Seconded Cllr Sweny and unanimously agreed by all Cllrs to approve the Internal Audit Report.
e) To Execute Annual Governance Statement 2022 – 2023
The Council as a whole considered the effectiveness of the system of internal control and prepared the Annual Governance Statement (Section 1 of the Annual Return). Cllrs approved the Annual Governance Statement.
Resolution

The council approved the annual Governance Statement which was signed by Cllr Thurman and the clerk on behalf of the Council.
f) To Approve Accounting Statements 2022 - 2023
The council as a whole considered the accounting statements (Section 2 Accounting Statements 2022/23). Proposed Cllr Thurman, seconded Cllr Braithwaite and approved by all Cllrs the approval of the Accounting Statement.
Resolution:
The Parish Council approved the Accounting Statement. The statement was signed by the Chairman and clerk.
g) To Execute the Notice of Public Rights 2022 – 2023
The parish council resolved that the dates that the public could exercise their rights to view the accounts would be Monday 5 June 2023 to Friday 14 July 2023
h) To note the Variances 2022-23
Cllrs noted the variances. Proposed Cllr Thurman, Seconded Cllr Sweny and approved by all Cllrs.
37/2023 BROADBAND
An email had been received from BT Openreach confirming that the contract is complete. The Parish Council are satisfied that this concludes matters under the terms of the contract with BT and that no further action is required.
38/2023 REQUEST FOR GRANT GODS ACRE GROUP
The request for funding for gods acre was withdrawn due to budgetary restraints.
39/2023 HIGHWAYS UPDATE
Cllrs noted the highways report from Cllr Norgrove and thanked her.
39/2023. PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.
There were no applications.
40/2023 DATE OF NEXT MEETING
The next meeting would take place on Monday 17 July 2023. - 7.30 pm.
The meeting closed at 9.00 pm.
