Minutes of the Annual meeting of Walesby Parish Council held on Tuesday 13 May 2025 at 7.30pm in Walesby Village Hall.

20/2025 ELECTION OF CHAIRMAN
Proposed Cllr Wilson, seconded Cllr Norgrove and approved by all Councillors to appoint Cllr Thurman as Chairman.
21/20205 ELECTION OF VICE CHAIRMAN
Cllr Thurman proposed seconded Cllr Norgrove to appoint Cllr Wilson as vice Chairman.
22/2025 /APOLOGIES FOR ABSENCE.
Apologies were received from WLDC Cllr Stephen Bunney, Cllr Judith Sweny, and Cllr Mandy Ashley
23/2025 PUBLIC FORUM.
Proposed Cllr Thurman seconded Cllr Norgrove to suspend the meeting for a public forum.
Parishioners noted that Gypsy Lane was closed between 13 May and 25 June for essential carriage works.
Cllr Westley advised that pot holes were a priority on the new District council.
Cllr Thurman proposed Cllr Wilson seconded to close the public forum.
24/2025 DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT.
There were no declarations of interest.
25/2025 TO APPROVE THE MINUTES OF THE MEETING HELD 25.2.25
Proposed Cllr Thurman, seconded Cllr Braithwaite and unanimously agreed to approve the minutes of 25.2.25. Cllr Thurman signed the minutes.
26/2025 CLERK REPORT AND CORRESPONDENCE
The clerk had obtained alternative insurance quotations as the current insurance company. Clear Insurance quoted £431 compared to £214 with Zurich. The clerk had confirmed with the current insurers that we are not currently tied in to a long term arrangement. The clerk had then confirmed with Zurich that the insurance would cover the Speed Indicator Device. Zurich had responded that this would be covered so long as the total assets were under £15,000 which is the case. Proposed Cllr Thurman, seconded Cllr Braithwaite to accept the Zurich quote for £214.
The Clerk had contacted the village Hall committee regarding the fee for room hire and a response had been received that the payment remained due. Cllrs noted that it was standard practice for other parish councils to pay village halls for the room hire. Proposed Cllr Wilson, seconded Cllr Norgrove and agreed by all councillors to pay the invoice levied by the village hall.
A request had been received to reimburse the cost of refreshments for litter picking. Proposed Cllr Thurman, seconded Cllr Wilson to reimburse the cost of the refreshments.
Councillors noted that it was now recommended that Parish councils move to a Gov.uk email system at a cost of approximately £200 annually. Cllrs held separate email accounts for council business. Proposed Cllr Braithwaite, seconded Cllr Thurman to retain the current email system until the gov.uk email accounts became mandatory.
The parish council had been liable to pay the income tax deducted from the clerks salary. The clerk had paid the tax on behalf of the parish council and would be reimbursed the cost as a reimbursed expense.
Cllr Thurman noted that Walesby in Bloom had requested funding on a whats app.Cllr Thurman proposed seconded by Cllr Braithwaite that a £50 donation be given as Walesby in Bloom does not have its own funds.

Proposed Cllr Thurman, seconded Cllr Wilson and agreed by all Cllrs to approve the cheques.
Cllrs noted the financial reports. Cllr Thurman had verified the bank statement.
28/2025 ANNUAL RETURN 2024-2025
a)To note the Annual Financial Report. 2024 – 2025
Cllrs noted the Annual Financial Report. Proposed Cllr Thurman, seconded Cllr Wilson and unanimously agreed by all Cllrs to approve the Annual Financial Report.
b) To note the annual Bank Reconciliation 2024 – 2025
Proposed Cllr Milles seconded Cllr Thurman and unanimously agreed by all Cllrs to approve the Annual Bank Reconciliation.
c) To Execute Certificate of Exemption 2024 – 2025
The Parish Council declared itself as exempt from exempt from a limited assurance review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015. Proposed Cllr Thurman, seconded Cllr Braithwaite and unanimously agreed by all Cllrs. The Certificate of Exemption was signed by the Chairman and the Clerk.
d) To Execute review of effectiveness of internal audit 2024 – 2025
Cllrs considered the internal audit. Proposed Cllr Thurman seconded Cllr Milles and unanimously approved by all Cllrs to approve the Internal Audit Report.
e) To Execute Annual Governance Statement 2024 – 2025
The Council as a whole considered the effectiveness of the system of internal control and prepared the Annual Governance Statement (Section 1 of the Annual Return). Proposed Cllr Thurman seconded Cllr Norgrove and approved by all Cllrs to approve the Annual Governance Statement.

The council approved the annual Governance Statement which would be signed by Cllr and the clerk on behalf of the Council.

f) To Approve Accounting Statements 2024 - 2025
The council as a whole considered the accounting statements (Section 2 Accounting Statements 2024/24). Proposed Cllr Thurman seconded Cllr Braithwaite and approved by all Cllrs..
Resolution:
The Parish Council approved the Accounting Statement. The statement was signed by the Chairman and clerk.
g) To Execute the Notice of Public Rights 2024 – 2025
Cllrs resolved that the dates that the public could exercise their rights to view the accounts would be Tuesday 3 June 2025 to Monday 14 July 2025
h) To note the Variances 2024-24
Cllrs noted the variances and the explanations for the variances between the income and expenditure for 2024-2025 compared to 2023-2024. Proposed Cllr Thurman seconded Cllr Braithwaite and approved by all councillors to approve.
i) Summary of Income 2024-2025
Cllrs noted the summary of income.
28/2025 HIGHWAYS UPDATE
Cllrs noted the highways report from Cllr Norgrove and thanked her. The Parish Council thanked the members of the public who had reported faults on FIXMYSTREET.
Cllrs noted that the situation is ongoing with the barriers at the large drop off on Mill Road.
29/2025 PLANNING APPLICATIONS. TO CONSIDER ANY PLANNING APPLICATIONS AND TO NOTE ANY APPROVED SINCE LAST MEETING.
